  1  1    Section 1.  Section 15.329, subsection 1, paragraph d, Code
  1  2 2001, is amended to read as follows:
  1  3    d.  The business shall agree to pay a median wage for new
  1  4 full-time hourly nonmanagement production jobs of at least
  1  5 eleven dollars per hour indexed to 1993 dollars based on the
  1  6 gross national product implicit price deflator published by
  1  7 the bureau of economic analysis of the United States
  1  8 department of commerce or one hundred thirty percent of the
  1  9 average wage in the county in which the community is located,
  1 10 whichever is higher two hundred percent of the federal poverty
  1 11 level for a family of two as defined by the most recently
  1 12 revised poverty income guidelines as published by the United
  1 13 States department of health and human services.
  1 14    Sec. 2.  Section 15E.193, subsection 1, paragraph c, Code
  1 15 2001, is amended to read as follows:
  1 16    c.  Pays an average wage for all employees that is at or
  1 17 greater than ninety percent of the lesser of the average
  1 18 county wage or average regional wage, as determined by the
  1 19 department.  However, the wage paid by the business shall not
  1 20 be less than seven dollars and fifty cents per hour two
  1 21 hundred percent of the federal poverty level for a family of
  1 22 two as defined by the most recently revised poverty income
  1 23 guidelines as published by the United States department of
  1 24 health and human services.  
  1 25                           EXPLANATION
  1 26    This bill amends provisions in the the new jobs and income
  1 27 program and the enterprise zone program relating to wage
  1 28 levels.  The bill raises wage level requirements under the
  1 29 programs to 200 percent of the federal poverty level for a
  1 30 family of two as defined by the most recently revised poverty
  1 31 income guidelines as published by the United States department
  1 32 of health and human services.
