  1  4 PROVIDING FOR THE REORGANIZATION OF DISTRICTS FOR THE ELECTION
  1  5    OF IOWA STATE FAIR BOARD DIRECTORS, AND PROVIDING FOR AN 
  1  6    ELECTION.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  9 
  1 10    Section 1.  Section 173.1, subsection 2, Code 2001, is
  1 11 amended to read as follows:
  1 12    2.  Two board congressional district directors from each
  1 13 congressional state fair board district to be elected at a
  1 14 convention as provided in section 173.4.
  1 15    Sec. 2.  NEW SECTION.  173.1A  DEFINITIONS.
  1 16    As used in this section, unless the context otherwise
  1 17 requires:
  1 18    1.  "Board" means the Iowa state fair board as provided in
  1 19 section 173.1.
  1 20    2.  "Convention" means the convention held each year, to
  1 21 elect members of the state fair board and conduct other
  1 22 business of the board, as provided in section 173.2.
  1 23    3.  "District director" means a director of the Iowa state
  1 24 fair board who represents a state fair board district.
  1 25    4.  "State fair board district" or "district" means any of
  1 26 the six geographic regions established in section 173.4A.
  1 27    Sec. 3.  Section 173.4, subsection 2, Code 2001, is amended
  1 28 to read as follows:
  1 29    2.  A successor to a board congressional district director
  1 30 shall be elected by a majority of convention members from the
  1 31 same congressional state fair board district as the district
  1 32 director, according to rules adopted by the convention.  A
  1 33 member who is also a board congressional district director
  1 34 shall not be entitled to vote for a successor to a board
  1 35 congressional district director.
  2  1    Sec. 4.  NEW SECTION.  173.4A  STATE FAIR BOARD DISTRICTS.
  2  2    The state shall be divided into six geographic regions
  2  3 known as state fair board districts.  The regions shall
  2  4 include all of the following:
  2  5    1.  The northwest state fair board district which shall
  2  6 contain all of the following counties:  Buena Vista, Calhoun,
  2  7 Cherokee, Clay, Dickinson, Emmet, Ida, Lyon, O'Brien, Osceola,
  2  8 Palo Alto, Plymouth, Pocahontas, Sac, Sioux, and Woodbury.
  2  9    2.  The north central state fair board district which shall
  2 10 contain all of the following counties:  Boone, Butler, Cerro
  2 11 Gordo, Floyd, Franklin, Grundy, Hamilton, Hancock, Hardin,
  2 12 Humboldt, Kossuth, Marshall, Mitchell, Story, Tama, Webster,
  2 13 Winnebago, Worth, and Wright.
  2 14    3.  The northeast state fair board district which shall
  2 15 contain all of the following counties:  Allamakee, Benton,
  2 16 Black Hawk, Bremer, Buchanan, Chickasaw, Clayton, Delaware,
  2 17 Dubuque, Fayette, Howard, Jackson, Jones, Linn, and
  2 18 Winneshiek.
  2 19    4.  The southwest state fair board district which shall
  2 20 contain the following counties:  Adair, Adams, Audubon,
  2 21 Carroll, Cass, Crawford, Fremont, Greene, Guthrie, Harrison,
  2 22 Mills, Monona, Montgomery, Page, Pottawattamie, Shelby, and
  2 23 Taylor.
  2 24    5.  The south central state fair board district which shall
  2 25 contain the following counties:  Appanoose, Clarke, Dallas,
  2 26 Decatur, Jasper, Lucas, Madison, Mahaska, Marion, Monroe,
  2 27 Polk, Poweshiek, Ringgold, Union, Warren, and Wayne.
  2 28    6.  The southeast state fair board district which shall
  2 29 contain the following counties:  Cedar, Clinton, Davis, Des
  2 30 Moines, Henry, Iowa, Jefferson, Johnson, Keokuk, Lee, Louisa,
  2 31 Muscatine, Scott, Van Buren, Wapello, and Washington.
  2 32    Sec. 5.  Section 173.5, subsection 2, Code 2001, is amended
  2 33 to read as follows:
  2 34    2.  Each year, the convention shall elect a successor to
  2 35 one of the two board congressional district directors whose
  3  1 term expires following the adjournment of the convention, as
  3  2 provided in section 173.4.
  3  3    Sec. 6.  Section 173.6, unnumbered paragraph 2, Code 2001,
  3  4 is amended to read as follows:
  3  5    A member of the board who is a board congressional district
  3  6 director, elected as provided in section 173.1, shall serve a
  3  7 term of two years.  The term of a board congressional district
  3  8 director shall begin following the adjournment of the
  3  9 convention at which the board congressional district director
  3 10 was elected and shall continue until a successor is elected
  3 11 and qualified as provided in this chapter.
  3 12    Sec. 7.  ELECTIONS OF DISTRICT DIRECTORS.  Notwithstanding
  3 13 chapter 173, the state fair board shall retain all its powers
  3 14 and discharge its responsibilities as required in chapter 173
  3 15 as it did immediately prior to the effective date of this Act.
  3 16 The board shall organize an election of all district directors
  3 17 representing state fair board districts and the convention
  3 18 held in 2001 as provided in section 173.2 shall elect twelve
  3 19 district directors to the board, as if all the directors were
  3 20 successors in accordance with chapter 173 as amended by this
  3 21 Act.  The board may propose and the convention shall establish
  3 22 staggered terms of office for the elected directors as
  3 23 provided in section 173.5.
