1 1 Section 1. Section 384.24, subsection 2, Code 2001, is
1 2 amended by adding the following new paragraph:
1 3 NEW PARAGRAPH. l. Child care centers providing child care
1 4 or preschool services, or both. For purposes of this
1 5 paragraph, "child care" means providing for the care,
1 6 supervision, and guidance of a child by a person other than
1 7 the parent, guardian, relative, or custodian for periods of
1 8 less than twenty-four hours per day on a regular basis. For
1 9 purposes of this paragraph, "preschool" means child care which
1 10 provides to children ages three through five, for periods of
1 11 time not exceeding three hours per day, programs designed to
1 12 help the children to develop intellectual skills, and motor
1 13 skills, and to extend their interest and understanding of the
1 14 world about them.
1 15 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 16 immediate importance, takes effect upon enactment.
1 17 EXPLANATION
1 18 This bill adds child care centers to the definition of
1 19 "city enterprise". Child care centers includes preschools. A
1 20 city may issue general obligation bonds, revenue bonds, or
1 21 loan agreements to fund construction and equipping of a city
1 22 enterprise.
