PAG LIN 1 1 Section 1. Section 321.285, subsection 6, Code 2001, is 1 2 amended to read as follows: 1 3 6. a. Notwithstanding any other speed restrictions, the 1 4 speed limit for all vehicular traffic on fully controlled- 1 5 access, divided, multilaned highways including the national 1 6 system of interstate highways issixty-fiveseventy miles per 1 7 hour, except that the speed limit on such highways for 1 8 vehicles with a gross weight exceeding ten thousand pounds is 1 9 sixty-five miles per hour. 1 10 b. The department may establish a speed limit of sixty- 1 11 five miles per hour on certain divided, multilaned highways. 1 12 However, the department or cities with the approval of the 1 13 department may establish a lower speed limit upon such 1 14 highways located within the corporate limits of a city. 1 15 c. For the purposes of this subsection, a fully 1 16 controlled-access highway is a highway that gives preference 1 17 to through traffic by providing access connections with 1 18 selected public roads only and by prohibiting crossings at 1 19 grade or direct private driveway connections. 1 20 d. A minimum speed may be established by the department on 1 21 the highways referred to in this subsection if warranted by 1 22 engineering and traffic investigations. 1 23 e. It is further provided that any kind of vehicle, 1 24 implement, or conveyance incapable of attaining and 1 25 maintaining a speed of forty miles per hour shall be 1 26 prohibited from using the interstate system. 1 27 EXPLANATION 1 28 This bill increases the speed limit for interstate and 1 29 other fully controlled-access, divided, multilaned highways 1 30 from 65 to 70 miles per hour for all vehicles except vehicles 1 31 with a gross weight exceeding 10,000 pounds. 1 32 LSB 1534YH 79 1 33 nh/cls/14
