PAG LIN 1 1 Section 1. ALTERNATIVE REHABILITATION PROGRAMS. 1 2 1. The department of corrections shall evaluate the 1 3 potential rehabilitative effectiveness of providing convicted 1 4 criminals with opportunities to participate in alternative 1 5 rehabilitation programs such as religious programs, stress 1 6 release therapy, or other faith-based or non-faith-based 1 7 programs. The evaluation shall consider the rehabilitative 1 8 effects of these programs in both institutional and community- 1 9 based corrections settings. The department may review 1 10 alternative programs used in other states and consider 1 11 programs currently available in this state. The department 1 12 shall report on or before January 14, 2002, to the governor 1 13 and general assembly with its findings and any 1 14 recommendations. 1 15 2. If the department determines an alternative program may 1 16 be effective and can be instituted within existing budgetary 1 17 resources, the department may implement the program during the 1 18 fiscal year beginning July 1, 2001. 1 19 EXPLANATION 1 20 This bill directs the department of corrections to evaluate 1 21 the potential rehabilitative effects of alternative programs 1 22 for convicted criminals such as religious or non-faith-based 1 23 programs or stress relief therapy. 1 24 The department is required to report concerning the 1 25 alternative programs to the governor and general assembly by 1 26 January 14, 2002. If the department determines an alternative 1 27 program may be effective and can be instituted within existing 1 28 budgetary resources, the department may implement the program 1 29 during fiscal year 2001-2002. 1 30 LSB 1536YH 79 1 31 jp/cls/14
