1 1 Amend House File 1 as follows:
1 2 #1. Page 1, by inserting after line 17 the following:
1 3 "Sec. . Section 476.6, Code 2001, is amended by adding
1 4 the following new subsection:
1 5 NEW SUBSECTION. 25. LOW-INCOME FUNDING. To provide funds
1 6 to assist low-income customers of gas public utilities,
1 7 amounts collected by rate-regulated gas utilities pursuant to
1 8 subsection 19, paragraph "e", that represent unrecovered
1 9 amounts for the gas portions of energy efficiency plans
1 10 approved prior to July 1, 1996, shall be paid, up to a maximum
1 11 of twenty million dollars per year, to the department of human
1 12 rights to provide eligible customers of gas public utilities,
1 13 as defined by the department of human rights, with assistance
1 14 in paying their natural gas bills. The board shall adopt
1 15 rules specifying each rate-regulated gas utility's share of
1 16 the fund and each utility's allocation methods among
1 17 residential and other firm customers, but in no event shall
1 18 rates increase for any customer as a result of this
1 19 subsection. These funds shall be paid to the department until
1 20 July 1, 2003, at which time rate-regulated gas utilities may
1 21 continue recovery of any remaining amounts for the gas
1 22 portions of energy efficiency plans approved prior to July 1,
1 23 1996.
1 24 The board may direct, upon the department of human rights'
1 25 request, all rate-regulated gas utilities to advance a maximum
1 26 of twenty million dollars, pursuant to the allocation methods
1 27 adopted by the board, to allow immediate assistance to
1 28 eligible customers. A rate-regulated gas utility advancing
1 29 funds shall have the amount of the advance added to the unpaid
1 30 amount for the gas portion of its energy efficiency plan
1 31 approved prior to July 1, 1996, and interest shall be paid on
1 32 any funds advanced at a rate equal to the interest paid on the
1 33 unrecovered gas portions of energy efficiency plans approved
1 34 prior to July 1, 1996."
1 35 #2. Title page, line 4, by inserting after the word
2 1 "dwellings" the following: "and to providing funds from rate-
2 2 regulated gas utilities for assisting low-income customers in
2 3 paying their natural gas bills".
