  1  1           HOUSE CONCURRENT RESOLUTION NO. ___
  1  2         BY  SIEVERS, VAN FOSSEN, ELGIN, DRAKE,
  1  3       JENKINS, MILLAGE, METCALF, HANSEN, LARSON,
  1  4            SIEGRIST, HEATON, GIPP, AND RANTS
  1  5 A Concurrent Resolution urging the Iowa congressional
  1  6    delegation to support and work to implement the
  1  7    renewal of the trade promotion authority of the
  1  8    President of the United States.
  1  9    WHEREAS, since 1974, Presidents of the United
  1 10 States used trade promotion authority, formerly known
  1 11 as fast track authority, to negotiate trade agreements
  1 12 that reduced barriers to American exports in foreign
  1 13 markets; and
  1 14    WHEREAS, the President of the United States has
  1 15 been without trade promotion authority since 1994; and
  1 16    WHEREAS, it is increasingly difficult for the
  1 17 United States to actively participate in the
  1 18 international trade arena; and
  1 19    WHEREAS, of the current 130 multilateral trade
  1 20 agreements in the world, most of which were signed
  1 21 since 1990, the United States is party to only two,
  1 22 the European Union is party to 27, and Mexico is party
  1 23 to 28; and
  1 24    WHEREAS, under trade promotion authority, trade
  1 25 agreements are submitted to Congress for approval or
  1 26 disapproval under rules barring committee or floor
  1 27 amendments; and
  1 28    WHEREAS, trade promotion authority does not give
  1 29 the President of the United States a blank check to
  1 30 negotiate trade agreements, nor does it undermine the
  2  1 constitutional prerogatives of Congress; and
  2  2    WHEREAS, if the President of the United States
  2  3 cannot wield trade promotion authority, no country
  2  4 will initiate serious trade negotiations with the
  2  5 United States; and
  2  6    WHEREAS, trade promotion authority guarantees that
  2  7 trade accords negotiated in good faith with the
  2  8 President of the United States will not be changed
  2  9 later by Congress; and
  2 10    WHEREAS, the free trade agreements achieved under
  2 11 trade promotion authority have provided tangible
  2 12 benefits for the American economy; and
  2 13    WHEREAS, trade is vitally important to Iowa's
  2 14 agricultural economy and Iowa family farmers as Iowa
  2 15 sold $3.2 billion of agricultural products to export
  2 16 markets in 1999, about 30 percent of the total value
  2 17 of Iowa's agricultural production; NOW THEREFORE,
  2 18    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 19 SENATE CONCURRING, That the Iowa congressional
  2 20 delegation is urged to support and work to implement
  2 21 renewal of the trade promotion authority of the
  2 22 President of the United States; and
  2 23    BE IT FURTHER RESOLVED, That official copies of
  2 24 this Resolution be sent to the members of the Iowa
  2 25 congressional delegation.
