  1  1    Amend House File 2623 as follows:
  1  2    #1.  Page 17, by inserting after line 16 the
  1  3 following:
  1  4    "Sec.    .  Section 256.7, subsection 21,
  1  5 unnumbered paragraph 1, Code Supplement 2001, is
  1  6 amended to read as follows:
  1  7    Develop and adopt rules by July 1, 1999,
  1  8 incorporating accountability for student achievement
  1  9 into the standards and accreditation process described
  1 10 in section 256.11.  The rules shall provide for all of
  1 11 the following:
  1 12    Sec.    .  Section 256.7, subsection 21, Code
  1 13 Supplement 2001, is amended by adding the following
  1 14 new paragraphs:
  1 15    NEW PARAGRAPH.  d.  A requirement that all school
  1 16 districts and accredited nonpublic schools that
  1 17 administer the Iowa test of basic skills or the Iowa
  1 18 test of educational development annually report to the
  1 19 department and the local community the results of the
  1 20 test, including the number of students taking the
  1 21 test; and the number of students exempted from taking
  1 22 the tests and the reasons, in general, the students
  1 23 received exemptions.
  1 24    NEW PARAGRAPH.  e.  Beginning October 1, 2004, a
  1 25 requirement that school districts and accredited
  1 26 nonpublic schools submit to the department key data
  1 27 area information in accordance with the definitions
  1 28 adopted pursuant to subsection 25, annually as a
  1 29 component of the comprehensive school improvement plan
  1 30 required pursuant to this subsection.  The
  1 31 department's purpose of collecting the data from these
  1 32 key areas is to provide the greatest possible insight
  1 33 into the needs and condition of the state's students.
  1 34    Sec.    .  Section 256.7, Code Supplement 2001, is
  1 35 amended by adding the following new subsection:
  1 36    NEW SUBSECTION.  25.  On or by June 30, 2003, adopt
  1 37 rules specifying clear, accurate, and unambiguous
  1 38 definitions for key data areas, including but not
  1 39 limited to drop-out and graduation rates, expulsion
  1 40 and suspension.  A public hearing shall be held in
  1 41 each congressional district prior to the adoption of
  1 42 rules by the state board pursuant to this subsection.
  1 43    Sec.    .  Section 256.9, Code Supplement 2001, is
  1 44 amended by adding the following new subsection:
  1 45    NEW SUBSECTION.  51.  Establish by June 30, 2003,
  1 46 to the maximum degree possible, procedures for
  1 47 cooperation with area education agencies, community
  1 48 colleges, the department of human services and its
  1 49 districts, and judicial districts, to promote
  1 50 continuity in the delivery of services to students and
  2  1 their families."
