  1  1    Amend House File 2623 as follows:
  1  2    #1.  Page 24, by inserting after line 30, the
  1  3 following:
  1  4    "Sec.    .  2001 Iowa Acts, chapter 191, section
  1  5 14, subsection 2, is amended by adding the following
  1  6 new paragraph:
  1  7    NEW PARAGRAPH.  f.  Notwithstanding section
  1  8 232.143, subsection 1, a region may exceed its budget
  1  9 target for group foster care by up to twenty percent
  1 10 in the fiscal year beginning July 1, 2001, and ending
  1 11 June 30, 2002, provided the overall funding allocated
  1 12 by the department for all child welfare services in
  1 13 the region is not exceeded.  It is the intent of the
  1 14 general assembly that for the fiscal year beginning
  1 15 July 1, 2002, the budget targets for group foster care
  1 16 will be determined at levels so that special statutory
  1 17 authority for exceeding the budget targets beyond the
  1 18 amount authorized in section 232.143, subsection 1,
  1 19 will not be necessary."
  1 20    #2.  Page 25, by inserting after line 35 the
  1 21 following:
  1 22    "Sec.    .  MEDICAL ASSISTANCE – DENTAL SERVICES
  1 23 FOR ADULTS.  In addition to other dental services
  1 24 provided to adults under the medical assistance
  1 25 program in accordance with 2002 Iowa Acts, House File
  1 26 2245, section 7, subsection 2, the following services
  1 27 shall be provided:
  1 28    1.  Root canal treatments on permanent anterior
  1 29 teeth.
  1 30    2.  General anesthesia and intravenous sedation if
  1 31 necessitated by the physical or mental disability of
  1 32 the patient.
  1 33    The department may adopt emergency rules to
  1 34 implement this section in accordance with the
  1 35 provisions of 2002 Iowa Acts, Senate File 2326,
  1 36 division VI, section 135, if enacted."
  1 37    #3.  Page 27, by inserting before line 12, the
  1 38 following:
  1 39    "Sec.    .  2002 Iowa Acts, Senate File 2326,
  1 40 section 99, subsection 1, if enacted, is amended to
  1 41 read as follows:
  1 42    1.  To be credited to the family investment program
  1 43 account and used for assistance under the family
  1 44 investment program under chapter 239B:  
  1 45 .................................................. $ 45,618,447

  1 47    Sec.    .  2002 Iowa Acts, Senate File 2326,
  1 48 section 99, subsection 11, unnumbered paragraph 2, if
  1 49 enacted, is amended to read as follows:
  1 50    Pregnancy prevention grants shall be awarded to
  2  1 programs in existence on or before July 1, 2002, if
  2  2 the programs are comprehensive in scope and have
  2  3 demonstrated positive outcomes.  Grants shall be
  2  4 awarded to pregnancy prevention programs which are
  2  5 developed after July 1, 2002, if the programs are
  2  6 comprehensive in scope and are based on existing
  2  7 models that have demonstrated positive outcomes.
  2  8 Grants shall comply with the requirements provided in
  2  9 1997 Iowa Acts, chapter 208, section 14, subsections 1
  2 10 and 2, including the requirement that grant programs
  2 11 must emphasize sexual abstinence.  Priority in the
  2 12 awarding of grants shall be given to programs that
  2 13 serve areas of the state which demonstrate the highest
  2 14 percentage of unplanned pregnancies of females age or
  2 15 older but younger than age 18 within the geographic
  2 16 area to be served by the grant.
  2 17    In addition to the full-time equivalent positions
  2 18 funded in this division of this Act, the department
  2 19 may use a portion of the funds appropriated in this
  2 20 subsection to employ an employee in up to 1.00 full-
  2 21 time equivalent position for the administration of
  2 22 programs specified in this subsection."
  2 23    #4.  Page 32, by inserting after line 10, the
  2 24 following:
  2 25    "Sec. ___.  EFFECTIVE DATE.  The section in this
  2 26 Act relating to dental services for adults under the
  2 27 medical assistance program, being deemed of immediate
  2 28 importance, takes effect upon enactment."
  2 29    #5.  Page 32, by inserting after line 14, the
  2 30 following:
  2 31    "Sec.    .  EFFECTIVE DATE.  The provision of this
  2 32 division of this Act amending 2001 Iowa Acts, chapter
  2 33 191, section 14, relating to the department of human
  2 34 services exceeding its budget target for group foster
  2 35 care by up to twenty percent in fiscal year 2001-
  2 36 2002."
  2 37    #6.  By renumbering as necessary.
