1 5 #2. By striking page 1, line 32, through page 2,
1 6 line 3, and inserting the following:
1 7 "2. To implement nursing facility provider
1 8 reimbursements as provided in this subsection:
1 9 .................................................. $ 29,950,000
1 10 a. Notwithstanding the provision in 2001 Iowa
1 11 Acts, Senate File 2326, relating to the reimbursement
1 12 rate for nursing facilities under the medical
1 13 assistance program, for the fiscal year beginning July
1 14 1, 2002, nursing facilities shall instead be
1 15 reimbursed under the medical assistance program in
1 16 accordance with this subsection.
1 17 b. Notwithstanding 2001 Iowa Acts, chapter 192,
1 18 section 4, subsection 2, paragraph "b", nursing
1 19 facilities shall be reimbursed at the rate in effect
1 20 on June 30, 2002.
1 21 c. Of the moneys appropriated in this subsection,
1 22 $3,000,000 shall be used to provide nursing facilities
1 23 a supplemental payment, in addition to the
1 24 reimbursement rate provided under paragraph "b". The
1 25 supplemental payment to nursing facilities shall be
1 26 determined by the department of human services, in
1 27 consultation with representatives of nursing
1 28 facilities and the vendor under contract with the
1 29 department to develop and implement the modified
1 30 price-based case-mix reimbursement system. The
1 31 additional payment amount may be determined in
1 32 accordance with 2001 Iowa Acts, chapter 192, section
1 33 4, subsection 2, paragraph "b", or may be determined
1 34 on an alternative basis.
1 35 d. In order to carry out the purposes of this
1 36 subsection, the department shall transfer funds
1 37 appropriated in this section to supplement other
1 38 appropriations to the department of human services."
1 39 #3. Page 3, by inserting after line 7, the
1 40 following:
1 41 "Sec. 100. NURSING FACILITY CONVERSION GRANTS
1 42 MORATORIUM. Nursing facility conversion grants as
1 43 described in section 249H.6 shall not be awarded
1 44 during the period beginning April 1, 2002, and ending
1 45 June 30, 2003. A nursing facility that has completed
1 46 a feasibility study prior to April 1, 2002, shall be
1 47 eligible for a nursing facility conversion grant
1 48 beginning July 1, 2003."
1 49 #4. Page 3, by inserting after line 27, the
1 50 following:
2 1 "Sec. . EFFECTIVE DATE RETROACTIVE
2 2 APPLICABILITY. Section 100 of this Act, relating to a
2 3 nursing facility conversion grants moratorium, being
2 4 deemed of immediate importance, takes effect upon
2 5 enactment, and is retroactively applicable to April 1,
2 6 2002."
2 7 #5. Title page, by striking line 5, and inserting
2 8 the following: "and providing effective dates and
2 9 providing for retroactive applicability."
2 10 #6. By renumbering, redesignating, and correcting
2 11 internal references as necessary.
