  1  2    #1.  Page 3, line 15, by inserting after the word
  1  3 "program." the following:  "The notification shall not
  1  4 be required before the participant has had the
  1  5 opportunity to collect basic information
  1  6 characterizing the nature and extent of the
  1  7 contamination but the notification shall be required
  1  8 in a timely manner allowing appropriate parties to
  1  9 have input in the formulation of the response action."
