  1  1    Amend House File 2271 as follows:
  1  2    #1.  Page 3, by inserting after line 18 the
  1  3 following:
  1  4    "7.  The board shall cooperate with the small
  1  5 business development centers in an effort to
  1  6 disseminate information regarding the availability of
  1  7 tax credits for investments in qualifying businesses
  1  8 under this division.  The board shall also cooperate
  1  9 with the small business development centers to develop
  1 10 a standard seed capital application form that the
  1 11 small business development centers may submit to the
  1 12 board on behalf of clients seeking seed capital.  The
  1 13 board shall distribute copies of the application forms
  1 14 to all community-based seed capital funds and
  1 15 potential individual investors."
  1 16    #2.  Page 4, by inserting after line 19 the
  1 17 following:
  1 18    "g.  The business has received counseling through a
  1 19 small business development center, including an
  1 20 assessment of the business plan with a determination
  1 21 of the level of any technical assistance necessary to
  1 22 aid the business in developing a financially feasible
  1 23 project.  A small business development center may
  1 24 utilize the services of outside providers for all or
  1 25 part of the business plan assessment, including
  1 26 strategic marketing services at the university of
  1 27 northern Iowa for market assessments.  The business
  1 28 shall submit a copy of the business plan assessment to
  1 29 the board."
