PAG LIN 1 1 Amend House File 268 as follows: 1 2 #1. By striking everything after the enacting 1 3 clause and inserting the following: 1 4 "Section 1. Section 321.285, subsection 6, Code 1 5 Supplement 2001, is amended to read as follows: 1 6 6. a. Notwithstanding any other speed 1 7 restrictions, the speed limit for all vehicular 1 8 traffic on fully controlled-access, divided, 1 9 multilaned highwaysincludingis sixty-five miles per 1 10 hour. However, the speed limit for all vehicular 1 11 traffic on highways that are a part of the national 1 12 system of interstate highways issixty-fiveseventy 1 13 miles per hour, except that the speed limit on such 1 14 highways for vehicles with a gross weight exceeding 1 15 ten thousand pounds is sixty-five miles per hour. The 1 16 department may establish a speed limit of sixty-five 1 17 miles per hour on certain divided, multilaned 1 18 highways.However, the1 19 b. The department, orcitiesa city with the 1 20 approval of the department, may establish a lower 1 21 speed limitupon such highwayson a highway described 1 22 in this subsection that is located within the 1 23 corporate limits of a city. 1 24 c. For the purposes of this subsection, a fully 1 25 controlled-access highway is a highway that gives 1 26 preference to through traffic by providing access 1 27 connections with selected public roads only and by 1 28 prohibiting crossings at grade or direct private 1 29 driveway connections. 1 30 d. A minimum speed may be established by the 1 31 department on the highways referred to in this 1 32 subsection if warranted by engineering and traffic 1 33 investigations.It is further provided that any kind1 34of1 35 e. A vehicle, implement, or conveyance incapable 1 36 of attaining and maintaining a speed of forty miles 1 37 per hour shall be prohibited from using the interstate 1 38 system." 1 39 #2.
