  1  1    Amend Senate File 514, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 19, by inserting after line 6, the
  1  4 following:
  1  5    "3.  This section does not apply to counties whose
  1  6 populations increased from 1990 to 2000 less than an
  1  7 amount equal to twenty-five percent of the statewide
  1  8 increase in population from 1990 to 2000, according to
  1  9 the official United States decennial census."
