Page 1, line 19, by inserting after the word 1 7 "enactment." the following: "However, this Act shall 1 8 not take effect until the administrator of the state 1 9 racing and gaming commission has certified to the 1 10 secretary of state that each licensee licensed to 1 11 conduct gambling games at racetrack enclosures 1 12 pursuant to chapter 99F has agreed to prohibit all 1 13 financial institutions, vendors, or other persons from 1 14 loaning money on the licensed premises for the purpose 1 15 of gambling on the basis of a credit card or similar 1 16 instrument in person or through an electronic or 1 17 mechanical device including but not limited to a 1 18 satellite terminal as defined in section 527.2.
