  1  1    Amend House File 746 as follows:
  1  2    #1.  By striking page 11, line 27, through page 12,
  1  3 line 5, and inserting the following:
  1  4    "Sec.    .  STATE EMPLOYEE BENEFIT PROGRAMS –
  1  5 ADMINISTRATIVE COSTS.
  1  6    1.  For the fiscal year beginning July 1, 2001, and
  1  7 ending June 30, 2002, the department of personnel
  1  8 shall include a monthly administration charge of $2.00
  1  9 per contract on all health insurance plans
  1 10 administered by the department.  This is an
  1 11 administration fee attributable only to the employer
  1 12 share for those employees who are eligible for the
  1 13 state share of insurance.  If the contract holder is
  1 14 without a state employer to pay the fee, the contract
  1 15 holder shall not be assessed the fee of $2.00 per
  1 16 month.
  1 17    2.  For the fiscal year beginning July 1, 2001, and
  1 18 ending June 30, 2002, the state board of regents, all
  1 19 regional libraries, the state fair board, the
  1 20 department of transportation, and the eight judicial
  1 21 districts of the community corrections shall report
  1 22 and remit the administration charge on a monthly basis
  1 23 to the department of revenue and finance.  The report
  1 24 shall contain the number and type of health insurance
  1 25 contracts held by each of its employees whose health
  1 26 insurance is administered by the department of
  1 27 personnel.
  1 28    3.  A health insurance administration fund is
  1 29 created in the state treasury.  The proceeds of the
  1 30 monthly administration charge shall be remitted to the
  1 31 health insurance administration fund.  The department
  1 32 of revenue and finance shall collect from each
  1 33 department on centralized payroll the administration
  1 34 charge each month and shall remit the amount to the
  1 35 health insurance administration fund.  The department
  1 36 of personnel may expend no more than $600,000 from the
  1 37 health insurance administration fund for the fiscal
  1 38 year beginning July 1, 2001, and ending June 30, 2002.
  1 39 Any unencumbered or unobligated balance in the health
  1 40 insurance administration fund at the end of the fiscal
  1 41 year shall be transferred to the health insurance
  1 42 surplus fund."
  1 43    #2.  Page 12, by inserting before line 6, the
  1 44 following:
  1 45    "Sec.    .  Section 80.8, unnumbered paragraphs 2
  1 46 and 3, Code 2001, are amended to read as follows:
  1 47    The commissioner may delegate to the members of the
  1 48 Iowa state patrol peace officers of the department
  1 49 such additional duties in the enforcement of this
  1 50 chapter as the commissioner may deem proper and
  2  1 incidental to the duties now imposed upon them by law.
  2  2    The salaries of all members and employees of the
  2  3 department and the expenses of the department shall be
  2  4 provided for by the legislative appropriation
  2  5 therefor.  The compensation of the members of the Iowa
  2  6 state patrol peace officers of the department shall be
  2  7 fixed according to grades as to rank and length of
  2  8 service by the commissioner with the approval of the
  2  9 governor.  The members of the Iowa state patrol peace
  2 10 officers shall be paid additional compensation in
  2 11 accordance with the following formula:  When members
  2 12 of the Iowa state patrol peace officers have served
  2 13 for a period of five years their compensation then
  2 14 being paid shall be increased by the sum of twenty-
  2 15 five dollars per month beginning with the month
  2 16 succeeding the foregoing described five-year period;
  2 17 when members thereof peace officers have served for a
  2 18 period of ten years their compensation then being paid
  2 19 shall be increased by the sum of twenty-five dollars
  2 20 per month beginning with the month succeeding the
  2 21 foregoing described ten-year period, such sums being
  2 22 in addition to the increase provided herein to be paid
  2 23 after five years of service; when members thereof
  2 24 peace officers have served for a period of fifteen
  2 25 years their compensation then being paid shall be
  2 26 increased by the sum of twenty-five dollars per month
  2 27 beginning with the month succeeding the foregoing
  2 28 described fifteen-year period, such sums being in
  2 29 addition to the increases previously provided for
  2 30 herein; when members thereof peace officers have
  2 31 served for a period of twenty years their compensation
  2 32 then being paid shall be increased by the sum of
  2 33 twenty-five dollars per month beginning with the month
  2 34 succeeding the foregoing described twenty-year period,
  2 35 such sums being in addition to the increases
  2 36 previously provided for herein.  While on active duty
  2 37 each member peace officer shall also receive a flat
  2 38 daily sum as fixed by the commissioner with the
  2 39 approval of the governor for meals while away from the
  2 40 office to which the member has been assigned and
  2 41 within the member's district."
