PAG LIN 1 1 Amend Senate File 458, as passed by the Senate, as 1 2 follows: 1 3 #1. Page 13, by inserting after line 15 the 1 4 following: 1 5 "Sec. 100. REHABILITATIVE TREATMENT SERVICES STAFF 1 6 REQUIREMENTS. 1 7 1. Subject to federal requirements, the department 1 8 of human services shall act to change the staff 1 9 qualification requirements for rehabilitative 1 10 treatment services provided under the medical 1 11 assistance program that are applicable to those staff 1 12 providing therapy and counseling services, and 1 13 psychosocial evaluation and behavioral management 1 14 services for children in therapeutic foster care. 1 15 Under the change, such staff who have graduated from 1 16 an accredited four-year college, institute, or 1 17 university with a bachelor's degree in social work in 1 18 a program that is accredited by the council on social 1 19 work education shall not be required to have full-time 1 20 experience in social work or experience in the 1 21 delivery of human services in a public or private 1 22 area. 1 23 2. If necessary to implement the change required 1 24 by this section, the department shall submit a plan 1 25 amendment or otherwise request authorization from the 1 26 United States health care financing administration. 1 27 In addition, as necessary to quickly implement the 1 28 change, the department may adopt emergency rules under 1 29 section 17A.4, subsection 2, and section 17A.5, 1 30 subsection 2, paragraph "b", to implement the 1 31 provisions of this section and the rules shall be 1 32 effective immediately upon filing unless a later date 1 33 is specified in the rules. Any rules adopted in 1 34 accordance with this section shall also be published 1 35 as a notice of intended action as provided in section 1 36 17A.4. 1 37 Sec. . EFFECTIVE DATE. Section 100, of this 1 38 division of this Act, relating to rehabilitative 1 39 treatment services staff requirements, being deemed of 1 40 immediate importance, takes effect upon enactment." 1 41 #2.
