  1  1    Amend House File 661 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  DEMOLITION SITE WASTE MATERIAL TASK
  1  5 FORCE.
  1  6    1.  The department of natural resources, in
  1  7 cooperation with the department of economic
  1  8 development, shall establish a task force to study
  1  9 issues related to the proper disposal of waste
  1 10 material from buildings demolished in cities and
  1 11 counties.  The task force shall study issues
  1 12 including, but not limited to, all of the following:
  1 13    a.  The proper removal and disposal of waste
  1 14 material containing lead-based paints and asbestos.
  1 15    b.  The proper removal and disposal of any other
  1 16 hazardous waste material or waste material commonly
  1 17 found in old buildings that may be considered a health
  1 18 hazard if removed improperly.
  1 19    c.  Any alternatives to the disposal of waste
  1 20 material from demolition sites such as salvage
  1 21 operations.
  1 22    d.  The training of fire department personnel in
  1 23 relation to the disposal of waste material from
  1 24 demolition sites.
  1 25    2.  The task force membership shall include, but
  1 26 not be limited to, all of the following:
  1 27    a.  Representatives from the department of natural
  1 28 resources knowledgeable in air toxics and toxic
  1 29 materials.
  1 30    b.  Representatives from the department of economic
  1 31 development knowledgeable in community development.
  1 32    c.  Four members of the general assembly with not
  1 33 more than one member from each chamber being from the
  1 34 same political party.  The two senators shall be
  1 35 designated by the president of the senate after
  1 36 consultation with the majority and minority leaders of
  1 37 the senate.  The two representatives shall be
  1 38 designated by the speaker of the house of
  1 39 representatives after consultation with the majority
  1 40 and minority leaders of the house of representatives.
  1 41    3.  By January 1, 2002, the task force shall submit
  1 42 a report to the general assembly, including
  1 43 recommendations, regarding issues relating to the
  1 44 disposal of debris from demolition sites in Iowa."
  1 45    #2.  Title page, by striking line 1 and inserting
  1 46 the following:  "An Act establishing a demolition site
  1 47 waste material task force."
