1 1 Amend House File 304 as follows:
1 2 #1. Page 15, by inserting after line 35, the
1 3 following:
1 4 "Sec. . Section 49.13, Code 2001, is amended by
1 5 adding the following new subsection:
1 6 NEW SUBSECTION. 5. The commissioner may appoint
1 7 high school students who are not yet qualified to be
1 8 registered voters to serve as precinct election board
1 9 members.
1 10 a. To qualify to serve as a precinct election
1 11 board member, a high school student shall:
1 12 (1) Be a United States citizen.
1 13 (2) Be a junior or senior in good standing
1 14 enrolled in a public or private secondary school in
1 15 Iowa.
1 16 (3) Have a cumulative grade point average
1 17 equivalent to at least 2.0 on a 4.0 scale.
1 18 (4) At the time of appointment, have the written
1 19 approval of the principal of the secondary school the
1 20 student attends.
1 21 (5) Have the written approval of the student's
1 22 parent or legal guardian.
1 23 (6) Have satisfactorily completed the training
1 24 course for election officials.
1 25 (7) Meet all other qualifications for appointment
1 26 and service as an election board member except the
1 27 requirement of being a registered voter.
1 28 b. No more than one student precinct election
1 29 board member may serve on each precinct election
1 30 board.
1 31 c. Student precinct election board members shall
1 32 not serve as the chairperson of a precinct election
1 33 board.
1 34 d. Before serving, the student election precinct
1 35 board member must certify in writing to the
1 36 commissioner the political party with which the
1 37 student is affiliated.
1 38 e. Student precinct election board members shall
1 39 not be counted as absent from school on the day they
1 40 serve as election officials.
1 41 f. Student precinct election board members shall
1 42 not be allowed to work more hours than allowed under
1 43 the applicable labor laws.
1 44 Sec. . Section 49.15, Code 2001, is amended by
1 45 adding the following new unnumbered paragraph:
1 46 NEW UNNUMBERED PARAGRAPH. In drawing up precinct
1 47 election board panels, the commissioner may use
1 48 student precinct election board members appointed
1 49 pursuant to section 49.13, subsection 5."
1 50 #2. Title page, line 5, by inserting after the
2 1 word "measures," the following: "youth participation
2 2 in the electoral process,".
2 3 #3. By renumbering as necessary.
