1 2 #1. Page 1, by inserting after line 22 the
1 3 following:
1 4 "(4) The contract provides the least-cost, long-
1 5 term benefit available to the consumer."
1 6 #2. Page 2, by striking lines 13 through 16 and
1 7 inserting the following:
1 8 "f. The contract costs or the portion of the
1 9 contract costs that are required to provide service to
1 10 the public utility's Iowa retail customers shall be
1 11 included in the public utility's regulated retail
1 12 electric rates if the board finds all of the following
1 13 after a contested case proceeding:
1 14 (1) The power purchase contract is the least-cost
1 15 alternative.
1 16 (2) The contract costs or the portion of the
1 17 contract costs that are required to provide service to
1 18 the public utility's Iowa retail customers are not
1 19 offset by other cost decreases or revenue increases.
1 20 (3) The resulting return on common equity will not
1 21 exceed the public utility's actual cost of common
1 22 equity as determined by the board.
1 23 The public utility may propose to recover the costs
1 24 through an automatic adjustment of rates as provided
1 25 in subsection 11."
