  1  1    Amend House File 1 as follows:
  1  2    #1.  Page 1, by inserting after line 17 the
  1  3 following:
  1  4    "Sec.    .  Section 476.6, Code 2001, is amended by
  1  5 adding the following new subsection:
  1  6    NEW SUBSECTION.  25.  LOW-INCOME FUNDING.  To
  1  7 provide funds to assist low-income customers of gas
  1  8 public utilities, amounts collected by rate-regulated
  1  9 gas utilities pursuant to subsection 19, paragraph
  1 10 "e", that represent unrecovered amounts for the gas
  1 11 portions of energy efficiency plans approved prior to
  1 12 July 1, 1996, shall be paid, up to a maximum of twenty
  1 13 million dollars per year, to the department of human
  1 14 rights to provide eligible customers of gas public
  1 15 utilities, as defined by the department of human
  1 16 rights, with assistance in paying their natural gas
  1 17 bills.  The board shall adopt rules specifying each
  1 18 rate-regulated gas utility's share of the fund and
  1 19 each utility's allocation methods among residential
  1 20 and other firm customers, but in no event shall rates
  1 21 increase for any customer as a result of this
  1 22 subsection.  These funds shall be paid to the
  1 23 department until July 1, 2003, at which time rate-
  1 24 regulated gas utilities may continue recovery of any
  1 25 remaining amounts for the gas portions of energy
  1 26 efficiency plans approved prior to July 1, 1996.
  1 27    The board may direct, upon the department of human
  1 28 rights' request, all rate-regulated gas utilities to
  1 29 advance a maximum of twenty million dollars, pursuant
  1 30 to the allocation methods adopted by the board, to
  1 31 allow immediate assistance to eligible customers.  A
  1 32 rate-regulated gas utility advancing funds shall have
  1 33 the amount of the advance added to the unpaid amount
  1 34 for the gas portion of its energy efficiency plan
  1 35 approved prior to July 1, 1996, and interest shall be
  1 36 paid on any funds advanced at a rate equal to the
  1 37 interest paid on the unrecovered gas portions of
  1 38 energy efficiency plans approved prior to July 1,
  1 39 1996."
  1 40    #2.  Title page, line 4, by inserting after the
  1 41 word "dwellings" the following:  "and to providing
  1 42 funds from rate-regulated gas utilities for assisting
  1 43 low-income customers in paying their natural gas
  1 44 bills".
