PAG LIN 1 1 DIVISION I 1 2 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 1 3 Section 1. GENERAL DEPARTMENT APPROPRIATION. There is 1 4 appropriated from the general fund of the state to the 1 5 department of agriculture and land stewardship for the fiscal 1 6 year beginning July 1, 2000, and ending June 30, 2001, the 1 7 following amounts, or so much thereof as is necessary, to be 1 8 used for the purposes designated: 1 9 1. ADMINISTRATIVE DIVISION 1 10 a. For salaries, support, maintenance, the support of the 1 11 state 4-H foundation, support of the statistics bureau, and 1 12 miscellaneous purposes, and for the salaries and support of 1 13 not more than the following full-time equivalent positions: 1 14 .................................................. $ 2,250,534 1 15 ............................................... FTEs 47.88 1 16 (1) Of the amount appropriated and full-time equivalent 1 17 positions authorized in this paragraph "a", $282,975 and 6.00 1 18 FTEs shall be used to support horticulture. 1 19 (2) Of the amount appropriated in this paragraph "a", 1 20 $55,000 shall be allocated to the state 4-H foundation to 1 21 foster the development of Iowa's youth and to encourage them 1 22 to study the subject of agriculture. 1 23 (3) Of the amount appropriated and full-time equivalent 1 24 positions authorized in this paragraph "a", $227,489 and 7.00 1 25 FTEs shall be allocated to the statistics bureau to provide 1 26 county-by-county information on land in farms, production by 1 27 crop, acres by crop, and county prices by crop. This 1 28 information shall be made available to the department of 1 29 revenue and finance for use in the productivity formula for 1 30 valuing and equalizing the values of agricultural land. 1 31 (4) Of the amount appropriated in this paragraph "a", 1 32 $12,000 shall be used by the agricultural statistics bureau 1 33 for purposes of collecting, summarizing, and publishing 1 34 marketing information on a monthly basis, regarding finished 1 35 cattle in cooperation with the Iowa cattlemen's association, 2 1 including unfinished cattle for market, cattle placed on feed, 2 2 and cattle on hand under marketing arrangements. 2 3 (5) Of the amount appropriated in this paragraph "a", 2 4 $24,000 shall be used by the domestic marketing bureau through 2 5 an existing federal and state cooperative agreement to develop 2 6 accurate, reliable market information regarding segregated 2 7 early-weaned pigs and alternate feeder pigs marketing systems. 2 8 (6) Of the amount appropriated and the number of full-time 2 9 equivalent positions authorized in this paragraph "a", at 2 10 least $61,500 shall be used for livestock market news 2 11 reporting. 2 12 (7) Of the amount appropriated in this paragraph "a", 2 13 $24,939 shall be used to support 1.00 FTE on contract basis 2 14 for six part-time staff to perform functions related to 2 15 livestock market news reporting. 2 16 (8) Of the amount appropriated in this paragraph "a", 2 17 $21,757 shall be used to support 1.00 FTE to operate the 2 18 switchboard and perform other clerical duties within the feed 2 19 bureau. 2 20 (9) For deposit in the international travel fund created 2 21 in section 159.21 in this Act to carry out the purposes of 2 22 that fund: 2 23 .................................................. $ 20,151 2 24 b. For salaries, support, maintenance, assistance to soil 4 13 conservation districts, and miscellaneous purposes, and for 4 14 not more than the following full-time equivalent positions: 4 15 .................................................. $ 6,985,526 4 16 ............................................... FTEs 192.98 4 17 (1) Of the amount appropriated in this paragraph "a", 4 18 $418,376 shall be used to reimburse commissioners of soil and 4 19 water conservation districts for administrative expenses, 4 20 including, but not limited to, travel expenses and technical 4 21 training. Moneys used for the payment of meeting dues by 4 22 counties shall be matched on a dollar-for-dollar basis by the 4 23 soil conservation division. 4 24 (2) Of the number of full-time equivalent positions 4 25 authorized in this paragraph "a", 20.00 FTEs shall be 4 26 supported from allocations made pursuant to } 319 of the 4 27 federal Water Quality Act of 1987, as codified in 33 U.S.C. } 4 28 1329, and from appropriations to the department from the Iowa 4 29 resources enhancement and protection fund. 4 30 b. To provide financial incentives for soil conservation 4 31 practices under chapter 161A: 4 32 .................................................. $ 5,500,850 4 33 c. The following requirements apply to the moneys 4 34 appropriated in paragraph "b": 4 35 (1) Not more than 5 percent of the moneys appropriated in 5 1 paragraph "b" may be allocated by the department for cost- 5 2 sharing to abate complaints filed under section 161A.47. 5 3 (2) Of the moneys appropriated in paragraph "b", 5 percent 5 4 shall be allocated for financial incentives to establish 5 5 practices to protect watersheds above publicly owned lakes of 5 6 the state from soil erosion and sediment as provided in 5 7 section 161A.73. 5 8 (3) Not more than 30 percent of a district's allocation of 5 9 moneys as financial incentives may be provided for the purpose 5 10 of establishing management practices to control soil erosion 5 11 on land that is row-cropped, including but not limited to no- 5 12 till planting, ridge-till planting, contouring, and contour 5 13 strip-cropping as provided in section 161A.73. 5 14 (4) The state soil conservation committee created in 5 15 section 161A.4 may allocate moneys appropriated in paragraph 5 16 "b" to conduct research and demonstration projects to promote 5 17 conservation tillage and nonpoint source pollution control 5 18 practices. 5 19 (5) The financial incentive payments may be used in 5 20 combination with department of natural resources moneys. 5 21 d. Notwithstanding section 8.33, moneys appropriated in 5 22 paragraph "b" that remain unencumbered or unobligated moneys 5 23 at the close of the fiscal year shall not revert but shall 5 24 remain available for expenditure for the purposes designated 5 25 until the close of the fiscal year that begins July 1, 2003. 5 26 Sec. 2. FARMERS' MARKET COUPON PROGRAM. There is 5 27 appropriated from the general fund of the state to the 5 28 department of agriculture and land stewardship for the fiscal 5 29 year beginning July 1, 2000, and ending June 30, 2001, the 5 30 following amount, or so much thereof as is necessary, to be 5 31 used for the purposes designated: 5 32 For salaries, support, maintenance, and miscellaneous 5 33 purposes, to be used by the department to continue and expand 5 34 the farmers' market coupon program by providing federal 5 35 special supplemental food program recipients with coupons 6 1 redeemable at farmers' markets, and for not more than the 6 2 following full-time equivalent positions: 6 3 .................................................. $ 301,373 6 4 ............................................... Of the amount appropriated and the number of full-time 6 31 equivalent positions authorized in paragraph "a", not less 6 32 than $34,000 and 1.00 FTE shall be used by administrative and 6 33 support services to support the inspection and oversight of 6 34 manure management plans associated with confinement feeding 6 35 operations regulated by the department. 7 1 2. ENVIRONMENTAL PROTECTION DIVISION 7 30 a. Of the amount appropriated in paragraph "a", at least 8 1 $1,350,000 shall be used by the department to carry out the 8 2 provisions of the federal Clean Air Act, including amendments 8 3 to the Act, and regulations adopted pursuant to the Act by the 8 4 United States environmental protection agency. 8 5 c. Of the amount appropriated and the number of full-time 8 6 equivalent positions authorized in paragraph "a", at least 8 7 $424,600 and 9.00 FTEs shall be primarily used to support the 8 8 regulation of animal feeding operations. 8 9 d. Of the amount appropriated and the number of full-time 8 10 equivalent positions authorized in paragraph "a", at least 8 11 $370,000 and 9.00 FTEs shall be used to support on-site 8 12 inspections and the oversight of manure management plans 8 13 associated with confinement feeding operations regulated by 8 14 the department. It is the intent of the general assembly that 8 15 3.00 FTEs and moneys used to support those full-time 8 16 equivalent positions not be available after June 30, 2002. 8 17 e. Of the amount appropriated in paragraph "a", $105,564 8 18 shall be used to contract with persons to process manure 8 19 management plans as required by the department. 8 20 f. Of the amount appropriated and the number of full-time 8 21 equivalent positions authorized in paragraph "a", at least 8 22 $700,467 and 10.00 FTEs shall be used to support the 8 23 regulation of wastewater treatment systems, including issuing 8 24 permits and conducting inspections. 8 25 6. WATER QUALITY PROTECTION FUND 8 26 a. For deposit in the administration account of the water 8 27 quality protection fund administered by the department, to 8 28 carry out the purpose of that account: 8 29 .................................................. $ 729,000 8 30 b. Of the number of full-time equivalent positions 8 31 authorized for the environmental protection division in 8 32 subsection 5, paragraph "a", 32.50 FTEs shall be dedicated to 8 33 carrying out relevant Code provisions relating to the 8 34 administration, regulation, and enforcement of the federal 8 35 Safe Drinking Water Act and to support the program to assist 9 1 water supply systems. However, the limitation on full-time 9 2 equivalent positions provided in subsection 5, paragraph "a", 9 3 shall not limit the number of additional full-time equivalent 9 4 positions supported by moneys deposited in the water quality 9 5 protection fund in order to carry out Code provisions relating 9 6 to the administration, regulation, and enforcement of the 9 7 federal Safe Drinking Water Act, and the administration of the 9 8 program to assist water supply systems. 9 9 c. In providing assistance to water supply systems, the 9 10 department shall give priority to water supply systems serving 9 11 a population of 7,000 or less. At least 2.00 FTEs shall be 9 12 allocated by the department to provide assistance to systems 9 13 serving a population of 7,000 or less. 9 14 d. Of the amount appropriated in paragraph "a", $300,000 9 15 shall be allocated to the environmental protection division of 9 16 the department of natural resources for salaries, support, 9 17 maintenance, and miscellaneous purposes relating to the 9 18 administration of the division. 9 19 7. FISH AND WILDLIFE DIVISION 9 20 For not more than the following full-time equivalent 9 21 positions: 9 22 ............................................... FTEs 344.18 9 23 8. STATE FISH AND GAME PROTECTION FUND 9 28 APPROPRIATION TO THE DIVISION OF FISH AND WILDLIFE. 9 29 1. a. There is appropriated from the state fish and game 9 30 protection fund to the division of fish and wildlife of the 9 31 department of natural resources for the fiscal year beginning 9 32 July 1, 2000, and ending June 30, 2001, the following amount, 9 33 or so much thereof as is necessary, to be used for the 9 34 purposes designated: 9 35 For administrative support, and for salaries, support, 10 1 maintenance, equipment, and miscellaneous purposes: 10 2 .................................................. $ 24,054,548 10 3 b. Of the amount appropriated in paragraph "a", $250,000 10 4 may be used for purposes of providing compensation to 10 5 conservation peace officers employed in a protection 10 6 occupation who retire, pursuant to section 97B.49B. 10 7 2. The department shall not expend more moneys from the 10 8 fish and game protection fund than provided in this section, 10 9 unless the expenditure derives from contributions made by a 10 10 private entity, or a grant or moneys received from the federal 10 11 government, and is approved by the natural resource 10 12 commission. The department of natural resources shall 10 13 promptly notify the legislative fiscal bureau and the 10 14 chairpersons and ranking members of the joint appropriations 10 15 subcommittee on agriculture and natural resources concerning 10 16 the commission's approval. 10 17 TRANSFERS 10 18 Sec. 5. SNOWMOBILE FEES TRANSFER FOR ENFORCEMENT 10 19 PURPOSES. There is transferred on July 1, 2000, from the fees 10 20 deposited under section 321G.7 to the fish and game protection 10 21 fund and appropriated to the department of natural resources 10 22 for the fiscal year beginning July 1, 2000, and ending June 10 23 30, 2001, the following amount, or so much thereof as is 10 24 necessary, to be used for the purpose designated: 10 25 For enforcing snowmobile laws as part of the state 10 26 snowmobile program administered by the department of natural 10 27 resources: 10 28 .................................................. $ 100,000 10 29 Sec. 6. VESSEL FEES TRANSFER FOR ENFORCEMENT PURPOSES. 10 30 There is transferred on July 1, 2000, from the fees deposited 10 31 under section 462A.52 to the fish and game protection fund and 10 32 appropriated to the natural resource commission for the fiscal 10 33 year beginning July 1, 2000, and ending June 30, 2001, the 10 34 following amount, or so much thereof as is necessary, to be 10 35 used for the purpose designated: 11 1 For the administration and enforcement of navigation laws 11 2 and water safety: 11 3 .................................................. $ 1,400,000 11 4 1. Of the amount appropriated in this section and the 11 5 full-time equivalent positions authorized in this Act for the 11 6 fish and wildlife division, not more than $100,000 and 1.00 11 7 FTE may be used for purposes of controlling and eradicating 11 8 eurasian milfoil. 11 9 2. Notwithstanding section 8.33, moneys transferred and 11 10 appropriated in this section that remain unencumbered or 11 11 unobligated at the close of the fiscal year shall not revert 11 12 to the credit of the fish and game protection fund but shall 11 13 be credited to the special conservation fund established by 11 14 section 462A.52 to be used as provided in that section. 11 15 SICK LEAVE PAYOUT 11 16 Sec. 7. DEPARTMENT OF NATURAL RESOURCES GENERAL FUND 11 17 SICK LEAVE PAYOUT. There is appropriated from the general 11 18 fund of the state to the department of natural resources for 11 19 the fiscal year beginning July 1, 1999, and ending June 30, 11 20 2000, the following amount, or so much thereof as is 11 21 necessary, to be used for the purpose designated: 11 22 For the value of sick leave payout that needs to be paid 11 23 out due to retirement of personnel in the parks and preserves 11 24 division: 11 25 .................................................. $ 200,000 11 26 SPECIAL APPROPRIATIONS 11 27 Sec. 8. MARINE FUEL TAX RECEIPTS BOATING FACILITIES. 11 28 There is appropriated from the marine fuel tax receipts 11 29 deposited in the general fund of the state to the department 11 30 of natural resources for the fiscal year beginning July 1, 11 31 2000, and ending June 30, 2001, the following amount, or so 11 32 much thereof as is necessary, to be used for the purposes 11 33 designated: 11 34 For purposes of maintaining and developing boating 11 35 facilities and access to public waters by the parks and 12 1 preserves division: 12 2 .................................................. $ 411,311 12 3 Sec. 9. REVENUE ADMINISTERED BY THE IOWA COMPREHENSIVE 12 4 UNDERGROUND STORAGE TANK FUND BOARD. There is appropriated 12 5 from the unassigned revenue fund administered by the Iowa 12 6 comprehensive underground storage tank fund board, to the 12 7 department of natural resources for the fiscal year beginning 12 8 July 1, 2000, and ending June 30, 2001, the following amount, 12 9 or so much thereof as is necessary, to be used for the purpose 12 10 designated: 12 11 For administration expenses of the underground storage tank 12 12 section of the department of natural resources: 12 13 .................................................. $ 75,000 12 14 Sec. 10. APPROPRIATIONS ENVIRONMENTAL PROTECTION 12 15 DIVISION OF THE DEPARTMENT OF NATURAL RESOURCES. 12 16 1. Notwithstanding section 455E.11, there is appropriated 12 17 from the following accounts of the groundwater protection fund 12 18 to the department of natural resources for the fiscal year 12 19 beginning July 1, 2000, and ending June 30, 2001, the 12 20 following amounts, or so much thereof as is necessary, to be 12 21 used for salaries, support, maintenance, and miscellaneous 12 22 purposes of the department's environmental protection 12 23 division: 12 24 a. From the solid waste account as provided in section 12 25 455E.11, subsection 2, paragraph "a": 12 26 .................................................. $ 491,400 12 27 b. From the household hazardous waste account as provided 12 28 in section 455E.11, subsection 2, paragraph "c": 12 29 .................................................. $ 16,200 12 30 c. From the storage tank management account as provided in 12 31 section 455E.11, subsection 2, paragraph "d": 12 32 .................................................. $ 32,400 12 33 2. Moneys deposited in an account of the groundwater 12 34 protection fund provided for in this section shall be 12 35 appropriated to the department for use as provided in this 13 1 section prior to an appropriation or allocation from that 13 2 account for any use or purpose otherwise provided for in 13 3 section 455E.11. 13 4 Sec. 11. AGRICULTURAL CHEMICAL REMEDIATION. 13 5 1. Notwithstanding section 455E.11, subsection 2, 13 6 paragraph "a", there is appropriated from the solid waste 13 7 account of the groundwater protection fund to the department 13 8 of agriculture and land stewardship for the fiscal year 13 9 beginning July 1, 2000, and ending June 30, 2001, the 13 10 following amount, or so much thereof as is necessary, to be 13 11 used for the purpose designated: 13 12 For the purpose of depositing the moneys in the 13 13 agrichemical remediation fund created under section 161.8, if 13 14 enacted in Senate File 466 by the Seventy-eighth General 13 15 Assembly, 2000 Session: 13 16 .................................................. $ 100,000 13 17 2. The moneys provided in this section shall be used prior 13 18 to moneys used by the department of natural resources to 13 19 develop and implement demonstration projects for landfill 13 20 alternatives to solid waste disposal including recycling 13 21 programs as provided in section 455E.11, subsection 2, 13 22 paragraph "a", subparagraph (1), subparagraph subdivision (c). 13 23 3. This section is effective only if Senate File 466 is 13 24 enacted by the Seventy-eighth General Assembly, 2000 Session. 13 25 Sec. 12. ENVIRONMENTAL PROTECTION DIVISION ORGANIC 13 26 NUTRIENT MANAGEMENT FUND. 13 27 1. Notwithstanding section 161C.5, there is appropriated 13 28 from the organic nutrient management fund to the department of 13 29 natural resources for the fiscal year beginning July 1, 2000, 13 30 and ending June 30, 2001, the following amount, or so much 13 31 thereof as is necessary to be used for the purpose designated. 13 32 For the salaries, support, maintenance, and miscellaneous 13 33 purposes of the environmental protection division: 13 34 .................................................. $ 100,000 13 35 2. The moneys appropriated pursuant to subsection 1 shall 14 1 be appropriated prior to moneys appropriated to support the 14 2 organic nutrient management program provided in section 14 3 161C.6. 14 4 Sec. 13. FLOODPLAIN PERMIT BACKLOG. Notwithstanding any 14 5 provision of state law, for the fiscal year beginning July 1, 14 6 2000, and ending June 30, 2001, the department of natural 14 7 resources may use additional funds available to the department 14 8 from stormwater discharge permit fees for the staffing of the 14 9 following additional full-time staff members to reduce the 14 10 department's floodplain permit backlog: 14 11 ............................................... FTEs 2.00 14 12 Sec. 14. IMPLEMENTATION OF THE FEDERAL TOTAL 14 13 MAXIMUM DAILY LOAD PROGRAM. Notwithstanding any 14 14 contrary provision of state law, for the fiscal year 14 15 beginning July 1, 2000, and ending June 30, 2001, the 14 16 department of natural resources may use additional 14 17 funds available to the department from stormwater 14 18 discharge permit fees, for the staffing of the 14 19 following additional full-time equivalent positions 14 20 for implementation of the federal total maximum daily 14 21 load program: 14 22 ............................................... FTEs 2.00 14 23 DIVISION III 14 24 RELATED APPROPRIATIONS 14 25 ANIMAL HEALTH AND INDUSTRY 14 26 Sec. 15. HORSE AND DOG RACING. There is appropriated from 14 27 the moneys available under section 99D.13 to the regulatory 14 28 division of the department of agriculture and land stewardship 14 29 for the fiscal year beginning July 1, 2000, and ending June 14 30 30, 2001, the following amount, or so much thereof as is 14 31 necessary, to be used for the purposes designated: 14 32 For salaries, support, maintenance, and miscellaneous 14 33 purposes for the administration of section 99D.22: 14 34 .................................................. $ 256,606 14 35 Sec. 16. PSEUDORABIES ERADICATION PROGRAM. 15 1 1. There is appropriated from the general fund of the 15 2 state to the department of agriculture and land stewardship 15 3 for the fiscal year beginning July 1, 2000, and ending June 15 4 30, 2001, the following amount, or so much thereof as is 15 5 necessary, to be used for the purpose designated: 15 6 For support of the pseudorabies eradication program: 15 7 .................................................. $ 900,700 15 8 2. Persons, including organizations interested in swine 15 9 production in this state and in the promotion of Iowa pork 15 10 products who contribute support to the program, are encouraged 15 11 to increase financial support for purposes of ensuring the 15 12 program's effective continuation. 15 13 Sec. 17. JOHNE'S DISEASE. 15 14 There is appropriated from the general fund of the state to 15 15 the livestock disease research fund created in section 267.8 15 16 for the fiscal year beginning July 1, 2000, and ending June 15 17 30, 2001, the following amount, or so much thereof as is 15 18 necessary, to be used for the purpose designated: 15 19 For the purpose of supporting research and to evaluate 15 20 procedures and tests by Iowa state university of science and 15 21 technology to accurately diagnose Johne's disease: 15 22 .................................................. $ 100,000 15 23 1. Notwithstanding section 8.33, moneys appropriated in 15 24 this section that remain unencumbered or unobligated at the 15 25 close of the fiscal year shall not revert to the general fund 15 26 of the state but shall remain available for expenditure for 15 27 the purpose designated in this section until the close of the 15 28 fiscal year that begins July 1, 2002. 15 29 2. Moneys appropriated by this section shall only be used 15 30 as provided in this section. No portion of the appropriation 15 31 shall be used to support administrative costs incurred by Iowa 15 32 state university of science and technology or the livestock 15 33 health advisory council. 15 34 3. Moneys appropriated in this section shall be expended 15 35 in accordance with the direction of the livestock health 16 1 advisory council established pursuant to section 267.2. 16 2 OTHER APPROPRIATIONS 16 3 Sec. 18. REGENTS COOPERATIVE EXTENSION. There is 16 4 appropriated from the general fund of the state to the state 16 5 board of regents for the fiscal year beginning July 1, 1999, 16 6 and ending June 30, 2000, the following amount, or so much 16 7 thereof as may be necessary, to be used for the purpose 16 8 designated: 16 9 To Iowa state university of science and technology, 16 10 cooperative extension service in agriculture and home 16 11 economics, to support the Iowa concern hotline in providing 16 12 stress counseling, information, and referral to farm families 16 13 facing financial distress: 16 14 .................................................. $ 150,000 16 15 Notwithstanding section 8.33, moneys appropriated in this 16 16 section which remain unobligated or unexpended at the close of 16 17 the fiscal year shall not revert but shall remain available to 16 18 be used for the purposes designated in the succeeding fiscal 16 19 year. 16 20 DIVISION IV 16 21 MISCELLANEOUS 16 22 Sec. 19. 1999 Iowa Acts, chapter 206, section 3, 16 23 subsection 6, paragraph d, is amended to read as 16 24 follows: 16 25 d. Of the amount appropriated in paragraph "a", 16 26 $300,000 shall be allocated to the department of 16 27 natural resources for purposes of conducting a study 16 28 of groundwater and surface water contamination in this 16 29 state originating from municipal lagoons. The 16 30 department shall not collect any fee for administering 16 31 moneys appropriated in this section. The department 16 32 shall submit interim reports to the general assembly 16 33 on January108,20002001, and January814,200116 34 2002. The department shall submit a final report to 16 35 the general assembly regarding the results of its 17 1 study not later than January1413,20022003. 17 2 Unobligated and unencumbered moneys from this 17 3 allocation remaining on June 30, 2001, shall revert to 17 4 the water quality protection fund. 17 5 Sec. 20. NEW SECTION. 8.39A TRANSFER OF MONEYS OR 17 6 POSITIONS CHANGES IN TABLES OF ORGANIZATION 17 7 NOTIFICATION. 17 8 In addition to the requirements of section 8.39, in each 17 9 fiscal quarter, the department of agriculture and land 17 10 stewardship and the department of natural resources shall 17 11 notify the chairpersons, vice chairpersons, and ranking 17 12 members of the joint appropriations subcommittee on 17 13 agriculture and natural resources for the previous fiscal 17 14 quarter of any transfer of moneys or full-time equivalent 17 15 positions made by either department which is not authorized by 17 16 law, or any permanent position added to or deleted from either 17 17 department's table of organization. 17 18 Sec. 21. Section 8.60, subsection 4, Code 1999, 17 19 is amended by striking the subsection. 17 20 Sec. 22. NEW SECTION. 159.18 PUBLICATION OF FARM 17 21 PROGRAMS. 17 22 1. As used in this section, "farm programs" includes, but 17 23 is not limited to, financial incentive programs established 17 24 within the division of soil conservation of the department of 17 25 agriculture and land stewardship as provided in section 17 26 161A.70 and the beginning farmer loan program administered by 17 27 the agricultural development authority as provided in section 17 28 175.12. 17 29 2. The department shall publicize the availability of farm 17 30 programs to women and minority persons. The department shall 17 31 disseminate the information electronically or by publishing 17 32 printed brochures for distribution to locations and 17 33 institutions serving farmers, including departmental offices, 17 34 financial institutions participating in farm programs, and 17 35 soil and water conservation district offices. 18 1 3. The department shall cooperate with private 18 2 institutions and public agencies in order to carry out this 18 3 section, including the department of economic development and 18 4 the United States department of agriculture. 18 5 Sec. 23. NEW SECTION. 159.21 INTERNATIONAL 18 6 TRAVEL FUND. 18 7 1. An international travel fund is created in the 18 8 state treasury under the control of the department. 18 9 The fund is composed of moneys appropriated by the 18 10 general assembly, and moneys available to and obtained 18 11 or accepted by the department from the United States 18 12 or private sources for placement in the fund. 18 13 2. Moneys in the fund are subject to an annual 18 14 audit by the auditor of state. The fund is subject to 18 15 warrants written by the director of revenue and 18 16 finance, drawn upon the written requisition of the 18 17 department. 18 18 3. The fund shall be used exclusively to support 18 19 costs incurred by the secretary of agriculture, or a 18 20 designee of the secretary of agriculture, related to 18 21 international travel, including but not limited to 18 22 travel fares, accommodations, and meals. 18 23 4. Section 8.33 shall not apply to moneys in the 18 24 fund. Notwithstanding section 12C.7, moneys earned as 18 25 income or interest from the fund shall remain in the 18 26 fund until expended as provided in this section. 18 27 DIVISION V 18 28 EFFECTIVE DATE 18 29 Sec. 24. EFFECTIVE DATE. The following provisions of this 18 30 Act, being deemed of immediate importance, takes effect upon 18 31 enactment: 18 32 1. Section 7, relating to department of natural resources 18 33 general fund sick leave payout. 18 34 2. Section 18, relating to supporting Iowa state 18 35 university of science and technology, cooperative extension 19 1 service in agriculture and home economics, in providing 19 2 assistance to farm families. 19 3 Sec. 25. CONTINGENT EFFECTIVE DATE. Section 101 of this 19 4 Act, amending section 8.60, subsection 4, takes effect only if 19 5 chapter 192A is repealed by the Seventy-eighth General 19 6 Assembly during its 2000 regular session. 19 7 EXPLANATION 19 8 This bill relates to agriculture and natural resources by 19 9 making appropriations to support related entities, including 19 10 the department of agriculture and land stewardship, the 19 11 department of natural resources, and Iowa state university of 19 12 science and technology. 19 13 The bill appropriates moneys to the department of 19 14 agriculture and land stewardship and the department of natural 19 15 resources. The appropriations are made to support 19 16 administration of those departments. The bill also provides 19 17 moneys for specific programs administered by those 19 18 departments. 19 19 For the department of agriculture and land stewardship 19 20 moneys are appropriated in order to support the state 4-H 19 21 foundation, support livestock market reporting, administer the 19 22 farmers' market coupon program, support the eradication of 19 23 gypsy moth infestations, support training of commercial 19 24 pesticide applicators, and support soil conservation cost- 19 25 share programs. 19 26 For the department of natural resources, moneys are 19 27 appropriated for the administration of programs to provide 19 28 safe drinking water and clean air, and for the regulation of 19 29 confinement feeding operations. 19 30 The bill appropriates moneys to support a program 19 31 administered by the department of natural resources and the 19 32 United States department of agriculture for the control of 19 33 wild animals, and a program administered by Iowa state 19 34 university of science and technology for the eradication of 19 35 pseudorabies in swine and Johne's disease in cattle. The bill 20 1 appropriates moneys to the university from the general fund in 20 2 order to support the Iowa concern hotline in providing stress 20 3 counseling to farm families. 20 4 The bill appropriates moneys from the general fund to the 20 5 department of natural resources for the purpose of supporting 20 6 sick leave retirement payouts for the current fiscal year. 20 7 Moneys are also appropriated from the state fish and game 20 8 protection fund to the department for the purpose of 20 9 supporting sick leave retirement payouts for the 1999 fiscal 20 10 year. 20 11 The bill also provides that moneys appropriated from the 20 12 general fund during the 1997-1998 fiscal year to Iowa state 20 13 university of science and technology for purposes of 20 14 conducting studies regarding groundwater and surface water 20 15 contamination shall remain available for through fiscal year 20 16 2000-2001. 20 17 The bill makes appropriations from other funds and 20 18 accounts. The bill makes an appropriation from moneys 20 19 transferred to the state fish and game protection fund to 20 20 support snowmobile programs and enforce state navigation laws 20 21 administered by the department of natural resources. 20 22 The bill appropriates moneys from various accounts of the 20 23 groundwater protection fund to support the department of 20 24 natural resources and department of agriculture and land 20 25 stewardship. 20 26 An appropriation is made from the unassigned revenue fund 20 27 administered by the Iowa comprehensive underground storage 20 28 tank fund board to the department of natural resources for 20 29 administration and expenses of the underground storage tank 20 30 section. 20 31 The bill provides that the department of natural resources 20 32 may use additional funds for staffing two additional full-time 20 33 staff members to reduce the department's floodplain permit 20 34 backlog. 20 35 The bill codifies provisions that appeared in last year's 21 1 appropriation bill, including a provision requiring that the 21 2 department of agriculture and land stewardship and the 21 3 department of natural resources must notify the chairpersons, 21 4 vice chairpersons, and ranking members of the joint 21 5 appropriations subcommittee on agriculture and natural 21 6 resources for the previous fiscal quarter of any transfer of 21 7 moneys for full-time equivalent positions made by either 21 8 department that is not authorized in the bill.
