FTEs 12.50 2 19 For the fiscal year beginning July 1, 2000, and ending June 2 20 30, 2001, the Iowa economic development board shall allocate 2 21 from the Iowa strategic investment fund at least $4,500,000 to 2 22 the value-added agricultural products and processes financial 2 23 assistance fund created in section 15E.112. 2 24 The department may allocate from the Iowa strategic 2 25 investment fund up to $96,000 for the microbusiness rural 2 26 enterprise assistance program under section 15.114. 2 27 By January 14, 2001, the department shall submit a written 2 28 report to the members of the joint appropriations subcommittee 2 29 on economic development and the legislative fiscal bureau on 2 30 the progress made by the department in making the community 2 31 economic betterment program a self-sustaining, revolving loan 2 32 program. The report shall include information regarding the 2 33 department's progress in making the community economic 2 34 betterment program self-sufficient and projections and plans 2 35 for continuing to make the program self-sufficient over the 3 1 subsequent five years. 3 2 d. Insurance economic development 3 3 There is appropriated from moneys collected by the division 3 4 of insurance in excess of the anticipated gross revenues under 3 5 section 505.7, subsection 3, to the department for the fiscal 3 6 year beginning July 1, 2000, and ending June 30, 2001, the 3 7 following amount, or so much thereof as is necessary, for 3 8 insurance economic development and international insurance 3 9 economic development: 3 10 .................................................. $ 100,000 3 11 e. Value-added agriculture 3 12 There is appropriated from the moneys available to support 3 13 value-added agricultural products and processes, 6 percent, or 3 14 so much thereof as is necessary, for administration of the 3 15 value-added agricultural products and processes financial 3 16 assistance program as provided in section 15E.111, including 3 17 salaries, support, maintenance, miscellaneous purposes, and 3 18 for not more than 3.00 FTEs. 3 19 The department shall collaborate with the university of 3 20 northern Iowa on a strategic initiative to develop ag-based 3 21 industrial lubrication technology and to create projects to 3 22 deploy the technology in commercial applications. 3 23 Notwithstanding the requirements of section 15E.111 and the 3 24 administrative rules for value-added agricultural products and 3 25 processes, the department shall allocate $275,000 for this 3 26 initiative. 3 27 3. COMMUNITY DEVELOPMENT DIVISION 3 28 a. Export trade assistance program 6 3 For export trade activities, including a program to 6 4 encourage and increase participation in trade shows and trade 6 5 missions by providing financial assistance to businesses for a 6 6 percentage of their costs of participating in trade shows and 6 7 trade missions, by providing for the lease/sublease of 6 8 showcase space in existing world trade centers, by providing 6 9 temporary office space for foreign buyers, international 6 10 prospects, and potential reverse investors, and by providing 6 11 other promotional and assistance activities, including 6 12 salaries and support: 6 13 .................................................. $ 408,000 6 14 Notwithstanding section 8.33, moneys appropriated in this 6 15 lettered paragraph that remain unencumbered or unobligated at 6 16 the close of the fiscal year shall not revert but shall remain 6 17 available for expenditure for the purposes designated until 6 18 the close of the succeeding fiscal year. 6 19 c. FTEs 18.52 6 33 Any state-owned interstate welcome center located in 6 34 suitable, year-round facilities shall be operated on a year- 6 35 round basis. 7 1 The department shall not use the moneys appropriated in 7 2 this subsection, unless the department develops public-private 7 3 partnerships with Iowa businesses in the tourism industry, 7 4 Iowa tour groups, Iowa tourism organizations, and political 7 5 subdivisions in this state to assist in the development of 7 6 advertising efforts. The department shall, to the fullest 7 7 extent possible, develop cooperative efforts for advertising 7 8 with contributions from other sources. 7 9 Sec. 2. COMMUNITY DEVELOPMENT LOAN FUND. Notwithstanding 7 10 section 15E.120, subsections 5, 6, and 7, and section 15.287, 7 11 there is appropriated from the Iowa community development loan 7 12 fund all the moneys available during the fiscal year beginning 7 13 July 1, 2000, and ending June 30, 2001, to the department of 7 14 economic development for the community development program to 7 15 be used by the department for the purposes of the program. 7 16 Sec. 3. JOB TRAINING FUND. Notwithstanding section 7 17 15.251, subsection 2, there is appropriated from the job 7 18 training fund to the department of workforce development for 7 19 the fiscal year beginning July 1, 2000, and ending June 30, 7 20 2001, the following amount, or so much thereof as is 7 21 necessary, to be used for the purpose designated: 7 22 1. For the target alliance program: 7 23 .................................................. $ 30,000 7 24 2. After the appropriation in subsection 1 relating to the 7 25 target alliance program, all remaining moneys in the job 7 26 training fund, including any moneys appropriated or credited 7 27 to the fund during the fiscal year, shall be transferred to 7 28 the workforce development fund established pursuant to section 7 29 15.343. 7 30 Sec. 4. WORKFORCE DEVELOPMENT FUND. There is appropriated 7 31 from the workforce development fund account created in section 7 32 15.342A, to the workforce development fund created in section 7 33 15.343, for the fiscal year beginning July 1, 2000, and ending 7 34 June 30, 2001, the following amount, for the purposes of the 7 35 workforce development fund, and for not more than the 8 1 following full-time equivalent positions: 8 2 .................................................. $ 9,000,000 8 3 ............................................... IOWA STATE UNIVERSITY. There is appropriated from 8 12 the general fund of the state to the Iowa state university of 8 13 science and technology for the fiscal year beginning July 1, 8 14 2000, and ending June 30, 2001, the following amounts, or so 8 15 much thereof as is necessary, to be used for the purposes 8 16 designated: 8 17 1. For funding and maintaining in their current locations 8 18 the existing small business development centers, and for not 8 19 more than the following full-time equivalent positions: 8 20 .................................................. $ 1,411,869 8 21 ............................................... FTEs 46.42 8 34 It is the intent of the general assembly that the 8 35 industrial incentive program focus on Iowa industrial sectors 9 1 and seek contributions and in-kind donations from businesses, 9 2 industrial foundations, and trade associations and that moneys 9 3 for the institute for physical research and technology 9 4 industrial incentive program shall only be allocated for 9 5 projects which are matched by private sector moneys for 9 6 directed contract research or for nondirected research. The 9 7 match required of small businesses as defined in section 9 8 15.102, subsection 4, for directed contract research or for 9 9 nondirected research shall be $1 for each $3 of state funds. 9 10 The match required for other businesses for directed contract 9 11 research or for nondirected research shall be $1 for each $1 9 12 of state funds. The match required of industrial foundations 9 13 or trade associations shall be $1 for each $1 of state funds. 9 14 Iowa state university of science and technology shall 9 15 report annually to the joint appropriations subcommittee on 9 16 economic development and legislative fiscal bureau the total 9 17 amounts of private contributions, the proportion of 9 18 contributions from small businesses and other businesses, and 9 19 the proportion for directed contract research and nondirected 9 20 research of benefit to Iowa businesses and industrial sectors. 9 21 Notwithstanding section 8.33, moneys appropriated in this 9 22 section that remain unencumbered or unobligated at the close 9 23 of the fiscal year shall not revert but shall remain available 9 24 for expenditure for the purposes designated until the close of 9 25 the succeeding fiscal year. 9 26 Sec. 7. UNIVERSITY OF IOWA. There is appropriated from 9 27 the general fund of the state to the state university of Iowa 9 28 for the fiscal year beginning July 1, 2000, and ending June 9 29 30, 2001, the following amounts, or so much thereof as is 9 30 necessary, to be used for the purposes designated: 9 31 1. By 12 16 July 1, 2001, the department of workforce development shall 12 17 produce labor market information that meet the requirements of 12 18 the department of workforce development, the department of 12 19 economic development, and the federal department of labor. 12 20 5. WELFARE-TO-WORK MATCHING FUNDS 12 21 For matching funds for welfare-to-work grants authorized 12 22 through the United States department of labor to provide 12 23 additional services for the hardest to employ recipients of 12 24 family investment program benefits and for salaries, support, 12 25 maintenance, miscellaneous purposes, and for not more than the 12 26 following full-time equivalent positions: 12 27 .................................................. $ 853,000 12 28 ............................................... ADMINISTRATIVE CONTRIBUTION SURCHARGE FUND. 12 35 There is appropriated from the administrative contribution 13 1 surcharge fund of the state to the department of workforce 13 2 development for the fiscal year beginning July 1, 2000, and 13 3 ending June 30, 2001, the following amounts, or so much 13 4 thereof as is necessary, for the purposes designated: 13 5 1. EMPLOYMENT SECURITY CONTINGENCY FUND. There is 13 27 appropriated from the special employment security contingency 13 28 fund to the department of workforce development for the fiscal 13 29 year beginning July 1, 2000, and ending June 30, 2001, the 13 30 following amounts, or so much thereof as is necessary, for the 13 31 purposes designated: 13 32 1. DIVISION OF WORKERS' COMPENSATION 13 33 For salaries, support, maintenance, and miscellaneous 13 34 purposes: 13 35 .................................................. $ 471,000 14 1 2. IMMIGRATION SERVICE CENTERS 14 2 For salaries, support, maintenance, and miscellaneous 14 3 purposes for the establishment of pilot immigration service 14 4 centers: 14 5 .................................................. $ 200,000 14 6 The department of workforce development shall establish a 14 7 pilot partnership between the private and public sectors to be 14 8 called the Iowa immigration service center. 14 9 The centers shall offer one-stop services to deal with the 14 10 multiple issues related to immigration and employment. The 14 11 centers shall provide support to immigrants and Iowa 14 12 employers. The support shall primarily take the form of 14 13 immigration counseling and technical assistance on such issues 14 14 as forms, documentation, and recruitment of immigrant workers. 14 15 The centers shall provide information and referral services 14 16 regarding translation services, language training, job 14 17 placement assistance in cooperation with the department of 14 18 workforce development. The centers shall offer resettlement 14 19 assistance including referral to appropriate education and 14 20 community service resources, but shall not duplicate services 14 21 provided by the Iowa refugee services bureau of the department 14 22 of human services. 14 23 The center shall seek private sector matching moneys and 14 24 shall be managed by a nonprofit, statewide agency with an 14 25 established record of international services and linkages to 14 26 federal government. A board of directors for the center shall 14 27 include representatives from the business community, the legal 14 28 community, private sector service providers, the department of 14 29 human services, department of education, the department of 14 30 workforce development, the department of economic development, 14 31 the general assembly, the governor's office, and the Iowa 14 32 refugee services bureau of the department of human services. 14 33 3. LABOR SURVEY PROGRAMS 14 34 To upgrade labor survey computer program applications to 14 35 incorporate labor shed information and to contract with the 15 1 institute for decision making at the university of northern 15 2 Iowa for labor shed training: 15 3 .................................................. $ 190,000 15 4 4. UNEMPLOYMENT INSURANCE SERVICE CENTER 15 9 To assist in the cost of the toll-free number for 15 10 processing initial and continuing unemployment compensation 15 11 claims at the unemployment insurance service center: 15 12 .................................................. $ 150,000 15 13 Any additional penalty and interest revenue may be used to 15 14 accomplish the mission of the department upon notification of 15 15 the use to the chairpersons and ranking members of the joint 15 16 appropriations subcommittee on economic development, the 15 17 department of management, and the legislative fiscal bureau. 15 18 However, the department shall not allocate any additional 15 19 penalty and interest revenue prior to January 30, 2001. If 15 20 department projections indicate the special employment 15 21 security contingency fund revenues will be insufficient to 15 22 fund all appropriations under this section, the department 15 23 shall fully fund subsections 1 through 4 before fully funding 15 24 the appropriation under subsection 5. 15 25 Sec. 13. PUBLIC EMPLOYMENT RELATIONS BOARD. There is 15 26 appropriated from the general fund of the state to the public 15 27 employment relations board for the fiscal year beginning July 15 28 1, 2000, and ending June 30, 2001, the following amount, or so 15 29 much thereof as is necessary, for the purposes designated: 15 30 For salaries, support, maintenance, miscellaneous purposes, 15 31 and for not more than the following full-time equivalent 15 32 positions: 15 33 .................................................. $ 886,981 15 34 ............................................... FTEs 12.80 15 35 Sec. 14. Section 15.313, subsection 2, Code Supplement 16 1 1999, is amended by adding the following new paragraph: 16 2 NEW PARAGRAPH. i. The value-added agricultural products 16 3 and processes financial assistance fund created in section 16 4 15E.112. 16 5 Sec. 15. Section 15E.112, subsection 1, Code 1997, as 16 6 amended by 1997 Iowa Acts, chapter 207, section 6, is amended 16 7 to read as follows: 16 8 1. A value-added agricultural products and processes 16 9 financial assistance fund is created within the state treasury 16 10 under the control of the department.Three million six16 11hundred fifty thousand dollars is appropriated from the16 12general fund of the state to the fund each fiscal year.The 16 13 fund shall consist of moneys allocated from the Iowa strategic 16 14 investment fund created in section 15.313, those moneys, 16 15 appropriated and any other moneys available to and obtained or 16 16 accepted by the department from the federal government or 16 17 private sources for placement in the fund. The assets of the 16 18 fund shall be used by the department only for carrying out the 16 19 purposes of section 15E.111. 16 20 Sec. 16. Section 15E.112, Code 1999, is amended by adding 16 21 the following new subsection: 16 22 NEW SUBSECTION. 5. Four hundred thousand dollars is 16 23 appropriated from the value-added agricultural products and 16 24 processes financial assistance fund to the office of renewable 16 25 fuels and coproducts created in section 159A.3 each fiscal 16 26 year for deposit in the renewable fuels and coproducts fund 16 27 created in section 159A.7. 16 28 Sec. 17. Section 15E.175, subsection 2, paragraph b, Code 16 29 1999, is amended by adding the following new subparagraph: 16 30 NEW SUBPARAGRAPH. (4) To provide funding for program 16 31 capital costs under the accelerated career education program 16 32 as defined in section 260G.2. 16 33 Sec. 18. NEW SECTION. 84A.10 NEW EMPLOYMENT OPPORTUNITY 16 34 PROGRAM. 16 35 The department of workforce development shall implement and 17 1 administer a new employment opportunity program to assist 17 2 individuals in underutilized segments of Iowa's workforce to 17 3 gain and retain employment. The program shall be designed to 17 4 complement existing employment and training programs by 17 5 providing additional flexibility and services that are often 17 6 needed by individuals in underutilized segments of the 17 7 workforce to gain and retain employment. Services provided 17 8 under the program may include, but are not limited to, 17 9 transportation costs, child care, health care, health care 17 10 insurance, on-the-job training, short-term basic education, 17 11 internships, mentoring, assisting businesses with compliance 17 12 issues related to the federal Americans with Disabilities Act 17 13 of 1990, and reducing perceived risks that cause these 17 14 populations to be underutilized. The department shall adopt 17 15 rules pursuant to chapter 17A to administer the program, 17 16 including rules relating to eligibility criteria. 17 17 Sec. 19. Section 159A.7, subsection 1, unnumbered 17 18 paragraph 1, Code 1997, as amended by 1997 Iowa Acts, chapter 17 19 207, section 7, is amended to read as follows: 17 20 A renewable fuels and coproducts fund is created in the 17 21 state treasury under the control of the office of renewable 17 22 fuels and coproducts.Three hundred fifty thousand dollars is17 23appropriated from the general fund of the state to the fund17 24each fiscal year.The fund may also include other moneys 17 25 available to and obtained or accepted by the office, including 17 26 moneys from the United States, other states in the union, 17 27 foreign nations, state agencies, political subdivisions, and 17 28 private sources. 17 29 Sec. 20. Section 159A.7, Code 1999, is amended by adding 17 30 the following new subsection: 17 31 NEW SUBSECTION. 7. Moneys appropriated pursuant to 17 32 section 15E.112 shall be deposited in the fund. Not more than 17 33 fifteen percent of the moneys appropriated pursuant to section 17 34 15E.112 may be used by the department for administration of 17 35 the office. 18 1 Sec. 21. 1999 Iowa Acts, chapter 204, section 3, 18 2 subsection 1, paragraph b, unnumbered paragraph 1, is amended 18 3 to read as follows: 18 4 Of the amount appropriated in this subsection, $7,500,000 18 5 shall be used by the department for accelerated career 18 6 education program capital projects at community colleges which 18 7 are authorized under chapter 260G,if enacted by 1999 Iowa18 8Acts, Senate File 465,and which either meet the definition of 18 9 "vertical infrastructure" in section 8.57, subsection 5, 18 10 paragraph "c", or are used for program capital costs under the 18 11 accelerated career education program. Ofthese amountsthis 18 12 amount, $3,000,000 shall be allocated equally among the 18 13 community colleges in the state, to be used for such projects 18 14 which meet all of the requirements in chapter 260G, if enacted18 15by 1999 Iowa Acts, Senate File 465. If any portion of the 18 16 equal allocation to a community college is not obligated or 18 17 encumbered by April 1 of the fiscal year for which the 18 18 allocation is made, the unobligated and unencumbered portions 18 19 shall be available for use by other community colleges. 18 20 Sec. 22. OFFICE SUPPLIES. When the department of economic 18 21 development, the department of workforce development, and the 18 22 public employment relations board make adjustments to program 18 23 budgets for the fiscal year beginning July 1, 2000, and ending 18 24 June 30, 2001, based on reduced appropriation levels, it is 18 25 the intent of the general assembly that the departments and 18 26 board first examine and find appropriate reductions in 18 27 expenditures for office supplies and other supplies before 18 28 making adjustments to program budgets. 18 29 Sec. 23. STUDIES. 18 30 1. The information technology services division of the 18 31 department of general services shall study the workforce 18 32 investment one-stop program of the department of workforce 18 33 development to identify stakeholder entities and determine the 18 34 feasibility of expanding the one-stop program concept to 18 35 multiple departmental programs. By January 15, 2001, the 19 1 division shall submit a report on the division's findings to 19 2 the department of management, the legislative fiscal bureau, 19 3 and the chairpersons and ranking members of the joint 19 4 appropriations subcommittee on economic development. 19 5 2. By August 10, 2000, the department of workforce 19 6 development shall submit a written report relating to the 19 7 funding of workforce development centers to the department of 19 8 management, the legislative fiscal bureau, and the 19 9 chairpersons and ranking members of the joint appropriations 19 10 subcommittee on economic development. The report shall 19 11 include the plan of the department for financing the state's 19 12 system of workforce development centers after the 19 13 administrative contribution surcharge is repealed pursuant to 19 14 section 96.7, subsection 12, paragraph "d". The plan shall 19 15 not include a continuation of the administrative contribution 19 16 surcharge. 19 17 Sec. 24. Notwithstanding the requirements of section 19 18 16.10, subsections 1 and 2, the Iowa finance authority shall, 19 19 for the fiscal year beginning July 1, 2000, transfer 19 20 $1,200,000 to the department of economic development for 19 21 deposit in the community development block grant account to be 19 22 used as state matching funds for the federal HOME program. 19 23 Sec. 25. SHELTER ASSISTANCE FUND. In providing moneys 19 24 from the shelter assistance fund to homeless shelter programs 19 25 in the fiscal year beginning July 1, 2000, the department of 19 26 economic development shall explore the potential of allocating 19 27 moneys to homeless shelter programs based in part on their 19 28 ability to move their clients toward self-sufficiency. 19 29 Sec. 26. BUDGET PROPOSALS. The department of economic 19 30 development and the department of workforce development shall 19 31 submit all budget proposals in the traditional format as well 19 32 as in the budgeting for results format for the fiscal year 19 33 beginning July 1, 2001. 19 34 Sec. 27. By December 31 of each year, the ISCC liquidation 19 35 corporation shall submit an annual written report to the 20 1 chairpersons and the ranking members of the joint 20 2 appropriations subcommittee on economic development. The 20 3 report shall include an update on the financial condition of 20 4 the corporation relating to the status of any moneys, assets, 20 5 or contracts currently being held by the corporation or 20 6 transferred by the corporation during the prior year. 20 7 Sec. 28. FEDERAL GRANTS. All federal grants to and the 20 8 federal receipts of agencies appropriated funds under this 20 9 Act, not otherwise appropriated, are appropriated for the 20 10 purposes set forth in the federal grants or receipts unless 20 11 otherwise provided by the general assembly. 20 12 Sec. 29. Notwithstanding section 96.9, subsection 4, 20 13 paragraph "a", moneys credited to the state by the secretary 20 14 of the treasury of the United States pursuant to section 903 20 15 of the Social Security Act shall be appropriated to the 20 16 department of workforce development and shall be used by the 20 17 department for the administration of the unemployment 20 18 compensation program only. This appropriation shall not apply 20 19 to any fiscal year after December 31, 2002. 20 20 Sec. 30. In lieu of the appropriation made in section 20 21 15.365, subsection 3, there is appropriated for the fiscal 20 22 year beginning July 1, 2000, and ending June 30, 2001, 20 23 $100,000, or so much thereof as is necessary, from the general 20 24 fund of the state to the department of economic development to 20 25 pay refunds as provided under section 15.365. 20 26 Sec. 31. Section 21 of this Act, amending 1999 Iowa Acts, 20 27 chapter 204, being deemed of immediate importance, takes 20 28 effect upon enactment. 20 29 EXPLANATION 20 30 This bill makes appropriations and transfers from the 20 31 general fund of the state and other funds to the department of 20 32 economic development, the university of Iowa, the university 20 33 of northern Iowa, Iowa state university, the department of 20 34 workforce development, and the public employment relations 20 35 board for the 2000-2001 fiscal year. 21 1 The bill provides that the department of workforce 21 2 development shall implement and administer a new employment 21 3 opportunity program designed to assist individuals in 21 4 underutilized segments of Iowa's workforce to gain and retain 21 5 employment. The bill requires the department of workforce 21 6 development to establish a pilot partnership between the 21 7 private and public sectors to be called the Iowa immigration 21 8 service center. 21 9 The bill provides that the strategic investment fund may be 21 10 used for purposes of the value-added agricultural products and 21 11 processes financial assistance fund. 21 12 The bill provides that moneys in the physical 21 13 infrastructure assistance fund may be used for program capital 21 14 costs under the accelerated career education program. 21 15 The bill provides that the department of economic 21 16 development and the department of workforce development 21 17 examine and find appropriate reductions in expenditures for 21 18 office supplies and other supplies. 21 19 The bill requires the information technology division of 21 20 the department of general services to submit a report to the 21 21 department of management, the legislative fiscal bureau, and 21 22 the chairpersons and ranking members of the joint 21 23 appropriations subcommittee on economic development regarding 21 24 the one-stop program of the department of workforce 21 25 development by January 15, 2001. The bill requires the 21 26 department of workforce development to submit a written report 21 27 to the department of management, the legislative fiscal 21 28 bureau, and the chairpersons and ranking members of the joint 21 29 appropriations subcommittee on economic development regarding 21 30 a plan for financing the state's system of workforce 21 31 development centers after the administrative contribution 21 32 surcharge is repealed. 21 33 The bill provides that the Iowa finance authority shall 21 34 transfer $1.2 million to the department of economic 21 35 development for deposit in the community development block 22 1 grant account. 22 2 The bill provides that the department of economic 22 3 development shall explore allocating shelter assistance moneys 22 4 to homeless shelter programs based in part on their ability to 22 5 move their clients toward self-sufficiency. The bill requires 22 6 the department of economic development to file a report 22 7 relating to issues involving international trade. The bill 22 8 requires the ISCC liquidation corporation to submit a written 22 9 report relating to the activities of the corporation during 22 10 the previous year. 22 11 The bill reduces the standing limited appropriation for the 22 12 school to career program employer refunds from $500,000 to 22 13 $100,000 for the 2000-2001 fiscal year. 22 14 The bill eliminates the appropriations of the state general 22 15 fund of $3,650,000 to the value-added agricultural products 22 16 and processes financial assistance fund and of $350,000 to the 22 17 renewable fuels and coproducts fund.
