  5 28 EXPLANATION
5 29 This bill amends sections of the Code relating to the
5 30 regulation of fish and game.
5 31 The bill also increases the fees for hunting, fishing, and
5 32 fur harvesting, except lifetime licenses for residents, by
5 33 amounts ranging from $.50 to $25.50. Two new fees of $38.00
5 34 for deer and turkey combination bow and arrow license and of
  5 35 $3.00 for fish habitat are added. Effective January 1, 2003,
6 1 the natural resource commission is authorized to establish, by
6 2 rule, the license and permit fees. The commission shall not
6 3 increase any fee more often than once during a two-year period
6 4 and the increase shall not exceed the percentage increase in
6 5 the consumer price index published in the federal register
6 6 since the last increase for that fee. Each fee increase shall
6 7 be rounded to the nearest $.50.
6 8 The fish habitat fee of $3.00 or a trout fishing fee is
6 9 required of resident and nonresident fishers in addition to
6 10 their fishing license fee. The fish habitat fee is not
6 11 required of residents who are less than 16 years of age or 65
6 12 years of age or older, or to residents or nonresidents when
6 13 fishing in farm ponds or in privately owned lakes. The
6 14 revenue shall be credited to the state fish and game
6 15 protection fund and used within the state for fish habitat
  6 16 development.
6 17 The bill includes delayed effective dates for those
6 18 provisions authorizing the natural resource commission to set
6 19 license and permit fees beginning January 1, 2003. The fee
6 20 schedule in Code section 483A.1 takes effect December 15,
6 21 2000, for licenses, permits, and fees for wildlife and game
6 22 activities for the years beginning on or after January 1,
6 23 2001. The fee schedules in Code sections 482.4 and 483A.1 are
6 24 repealed effective January 1, 2003. There are also
6 25 coordinating amendments to change references to the fee
6 26 schedules which are repealed on January 1, 2003.
