  1  1    Section 1.  Section 257.14, subsection 1, Code Supplement
  1  2 1999, is amended to read as follows:
  1  3    1.  For the budget years commencing July 1, 1997, July 1,
  1  4 1998, and July 1, 1999, and July 1, 2000, if the department of
  1  5 management determines that the regular program district cost
  1  6 of a school district for a budget year is less than the total
  1  7 of the regular program district cost plus any adjustment added
  1  8 under this section for the base year for that school district,
  1  9 the department of management shall provide a budget adjustment
  1 10 for that district for that budget year that is equal to the
  1 11 difference.
  1 12    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 13 immediate importance, takes effect upon enactment.  
  1 14                           EXPLANATION
  1 15    This bill extends the budget guarantee provision, currently
  1 16 applicable to school districts pursuant to Code section
  1 17 257.14, to apply for the school budget year commencing July 1,
  1 18 2000.
  1 19    The bill takes effect upon enactment.
