1 1 Section 1. NEW SECTION. 15.381 INSURING IOWA'S
1 2 UNDERUTILIZED EMPLOYEES PROGRAM.
1 3 The department of economic development shall establish a
1 4 financial assistance program for employers hiring individuals
1 5 who are members of a targeted, underutilized population as
1 6 defined by the department. The program shall be designed to
1 7 hold an employer's cost for workers' compensation,
1 8 unemployment compensation insurance, and health insurance for
1 9 employees belonging to targeted, underutilized populations at
1 10 the same level as for all other employees of the participating
1 11 employer. An employer participating in the program shall pay
1 12 insurance rates for employees in targeted, underutilized
1 13 populations that are comparable to the rates being paid by the
1 14 employer for all other employees of the employer. Financial
1 15 assistance under the program shall equal the insurance costs
1 16 exceeding the insurance rates paid for employees not in the
1 17 targeted, underutilized population. An employer shall only
1 18 receive financial assistance for insurance costs related to an
1 19 employee of a targeted, underutilized population in the first
1 20 year of the employee's employment with the participating
1 21 employer.
1 22 EXPLANATION
1 23 This bill creates a program providing financial assistance
1 24 to employers hiring individuals who are members of a targeted,
1 25 underutilized population as defined by the department of
1 26 economic development. The bill provides that the program
1 27 shall be designed to hold an employer's cost for workers'
1 28 compensation, unemployment compensation insurance, and health
1 29 insurance for employees belonging to targeted, underutilized
1 30 populations at the same level as for all other employees of
1 31 the participating employer. The bill provides that financial
1 32 assistance shall be equal to the insurance costs exceeding the
1 33 insurance rates paid for employees not in the targeted,
1 34 underutilized population and shall only be available during a
1 35 targeted, underutilized population employee's first year of
2 1 employment with the participating employer.
