  1  1    Section 1.  Section 462A.5, subsection 3, paragraphs a
  1  2 through d, Code 1999, are amended to read as follows:
  1  3    a.  For vessels of any length without motor or sail, five
  1  4 eight dollars.
  1  5    b.  For motorboats or sailboats less than twelve sixteen
  1  6 feet in length, eight fifteen dollars.
  1  7    c.  For motorboats or sailboats twelve sixteen feet or
  1  8 more, but less than fifteen twenty-six feet in length, ten
  1  9 twenty-five dollars.
  1 10    d.  For motorboats or sailboats fifteen twenty-six feet or
  1 11 more, but less than eighteen feet in length, twelve thirty-
  1 12 five dollars.
  1 13    Sec. 2.  Section 462A.5, subsection 3, paragraphs e and f,
  1 14 Code 1999, are amended by striking the paragraphs.
  1 15    Sec. 3.  Section 462A.6, subsection 7, Code 1999, is
  1 16 amended by striking the subsection.
  1 17    Sec. 4.  Section 462A.21, unnumbered paragraphs 2, 3, 4,
  1 18 and 8, Code 1999, are amended to read as follows:
  1 19    Such The fee shall be computed at the rate of fifty cents
  1 20 one dollar per person capacity, except rowboats, but shall be
  1 21 not less than one dollar and shall not exceed the maximum of
  1 22 twenty dollars.  The fee for inspecting rowboats shall be one
  1 23 dollar per boat.
  1 24    The annual fee for a pilot's license is one dollar ten
  1 25 dollars.
  1 26    The annual fee for an engineer's license is two twenty
  1 27 dollars.
  1 28    All fees collected shall be forwarded by the commission to
  1 29 the treasurer of the state, who shall place such the money in
  1 30 a conservation the state fish and game protection fund.  The
  1 31 money so collected shall be is appropriated by the legislature
  1 32 to the commission solely for the administration and
  1 33 enforcement of navigation laws and water safety.
  1 34    Sec. 5.  Section 462A.52, Code 1999, is amended to read
  1 35 follows:
  2  1    462A.52  FEES REMITTED TO COMMISSION.
  2  2    Within ten days after the end of each month, a county
  2  3 recorder shall remit to the commission all fees collected by
  2  4 the recorder during the previous month.  Before May 10 in odd-
  2  5 numbered years, a county recorder shall remit to the
  2  6 commission all unused license blanks for the previous
  2  7 biennium.  All fees collected for the registration of vessels
  2  8 shall be forwarded by the commission to the treasurer of the
  2  9 state, who shall place the money in a special conservation the
  2 10 state fish and game protection fund.  The money so collected
  2 11 is appropriated to the commission solely for the
  2 12 administration and enforcement of navigation laws and water
  2 13 safety.
  2 14    Sec. 6.  EFFECTIVE AND APPLICABILITY DATE.  This Act takes
  2 15 effect January 1, 2001, and applies to registration,
  2 16 inspection, and license fees due on or after January 1, 2001.  
  2 17                           EXPLANATION
  2 18    This bill increases registration fees for vessels, license
  2 19 fees for pilots and engineers, and inspection fees for vessels
  2 20 for hire, reduces the number of categories for boat
  2 21 registration, and specifies that the revenue for fees is
  2 22 credited to the state fish and game protection fund created in
  2 23 Code section 456A.17 rather than the conservation fund.
  2 24    The biennial registration fees are increased as follows:
  2 25    1.  For vessels without motor or sail, from $5 to $8.
  2 26    2.  For motorboats or sailboats less than 16 (currently 12)
  2 27 feet in length, from $8 to $15.
  2 28    3.  For motorboats or sailboats 16 (currently 12) or more
  2 29 feet, but less than 26 (currently 15) feet in length, from $10
  2 30 to $25.
  2 31    4.  For motorboats or sailboats 26 (currently 25) feet or
  2 32 more in length, from $28 to $35.
  2 33    Two categories of registration, 15 feet or more but less
  2 34 than 18 feet in length and 18 feet or more, but less than 25
  2 35 feet in length, are stricken.
  3  1    The bill also strikes the registration exemption for two
  3  2 categories of vessels, including inflatable vessels, 7 feet or
  3  3 less in length, and conventional design canoes and kayak-type
  3  4 vessels, 13 feet or less in length.
  3  5    The annual inspection fee for vessels operated for hire is
  3  6 increased from $.50 to $1 per person capacity.  The annual fee
  3  7 for a pilot's license is increased from $1 to $10, and the
  3  8 annual fee for an engineer's license is increased from $2 to
  3  9 $20.
  3 10    This bill takes effect January 1, 2001, and applies to
  3 11 registration, inspection, and license fees due on and after
  3 12 January 1, 2001.
