1 1 Section 1. Section 331.304, Code 1999, is amended by
1 2 adding the following new subsection:
1 3 NEW SUBSECTION. 11. A county shall not adopt or enforce
1 4 any ordinance imposing any limitation on the amount of rent
1 5 that can be charged for leasing private residential or
1 6 commercial property. This subsection does not prevent the
1 7 right of a county to manage and control residential property
1 8 in which the county has a property interest.
1 9 Sec. 2. Section 364.3, Code 1999, is amended by adding the
1 10 following new subsection:
1 11 NEW SUBSECTION. 7. A city shall not adopt or enforce any
1 12 ordinance imposing any limitation on the amount of rent that
1 13 can be charged for leasing private residential or commercial
1 14 property. This subsection does not prevent the right of a
1 15 city to manage and control residential property in which the
1 16 city has a property interest.
1 17 EXPLANATION
1 18 This bill prevents a county or city from adopting or
1 19 enforcing any ordinance imposing rent controls on private
1 20 residential or commercial property. The bill permits a county
1 21 or city to manage and control residential property in which
1 22 the county or city has a property interest.
