Senate Study Bill 1125

  1  1    Section 1.  Section 266.39, subsection 2, Code 1999, is
  1  2 amended to read as follows:
  1  3    2.  The Leopold center for sustainable agriculture is
  1  4 established in the Iowa agricultural and home economics
  1  5 experiment station at Iowa state university of science and
  1  6 technology.  The center shall conduct do all of the following:
  1  7    a.  Conduct and sponsor research to identify and reduce
  1  8 negative environmental and socio-economic impacts of
  1  9 agricultural practices.  The center also shall research
  1 10    b.  Research and assist in developing emerging alternative
  1 11 practices that are consistent with a sustainable agriculture.
  1 12    c.  Conduct projects that demonstrate best management
  1 13 practices to assist livestock producers in storing,
  1 14 transporting, and applying manure, including manure
  1 15 originating from confinement feeding operations as defined in
  1 16 section 455B.161.  The center shall demonstrate sustainable,
  1 17 practical, and affordable methods and technologies in order to
  1 18 effectively protect the natural environment, control noxious
  1 19 gases, and reduce odor.
  1 20    2A.  The center shall develop in association with the Iowa
  1 21 cooperative extension service in agriculture and home
  1 22 economics an educational framework to inform the agricultural
  1 23 community and the general public of its research findings and
  1 24 demonstrations.  
  1 25                           EXPLANATION
  1 26    This bill amends Code section 266.39 which establishes the
  1 27 Leopold center for sustainable agriculture.  The bill requires
  1 28 the center to conduct projects that demonstrate best
  1 29 management practices to assist livestock producers in storing,
  1 30 transporting, and applying manure, including manure
  1 31 originating from confinement feeding operations.  The center
  1 32 is required to demonstrate sustainable, practical, and
  1 33 affordable methods and technologies in order to effectively
  1 34 protect the natural environment, control noxious gases, and
  1 35 reduce odor.
