  1  1    Section 1.  Section 455B.173, subsection 9, Code 1999, is
  1  2 amended to read as follows:
  1  3    9.  Adopt, modify, or repeal rules relating to the
  1  4 construction and reconstruction of water wells, the proper
  1  5 abandonment of wells, and the registration or certification of
  1  6 water well contractors.  The rules shall include those
  1  7 necessary to protect the public health and welfare, and to
  1  8 protect the waters of the state, and to allow for the use of
  1  9 commercial grade oilfield casings for steel water well
  1 10 casings.  The rules may include, but are not limited to,
  1 11 establishing fees for registration or certification of water
  1 12 well contractors, requiring the submission of well driller's
  1 13 logs, formation samples or well cuttings, water samples,
  1 14 information on test pumping and requiring inspections.  Fees
  1 15 shall be based upon the reasonable cost of conducting the
  1 16 water well contractor registration or certification program.  
  1 17                           EXPLANATION 
  1 18    This bill requires the department of natural resources to
  1 19 adopt administrative rules which allow for the use of
  1 20 commercial grade oilfield casings for steel water well
  1 21 casings.
