  1  1    Section 1.  Section 455B.116, Code 1999, is repealed.
  1  2    Sec. 2.  Section 455D.15, subsection 3, paragraph a, Code
  1  3 1999, is amended by striking the paragraph.  
  1  4                           EXPLANATION
  1  5    This bill repeals Code section 455B.116, which requires the
  1  6 department of natural resources to establish and implement a
  1  7 toll-free telephone number to allow citizens to report
  1  8 incidents of pollution to the department.  The provision in
  1  9 Code section 455D.15 providing funding for the pollution
  1 10 hotline program is stricken.
