  1  2    BY  DELUHERY, BLACK, BOLKCOM, CONNOLLY, DEARDEN, 
  1  3    DVORSKY, FINK, FLYNN, FRAISE, GRONSTAL, HAMMOND, 
  1  4  HANSEN, HARPER, HORN, JUDGE, KIBBIE, McCOY, SHEARER, 
  1  5                  SOUKUP, and SZYMONIAK
  1  6 A Senate Resolution requesting an interim study
  1  7    regarding assignment of benefits under an insurance
  1  8    policy or contract or a health benefit plan.
  1  9    WHEREAS, the effects of the assignment of benefits
  1 10 under an insurance policy or contract or a health
  1 11 benefit plan, which would provide payment of benefits
  1 12 directly from a health insurance carrier or organized
  1 13 delivery system to a provider, are uncertain; and
  1 14    WHEREAS, the competing views of the impact of the
  1 15 assignment of benefits are that such assignment may
  1 16 either provide increased consumer choice and
  1 17 efficiency in the billing process or, conversely,
  1 18 increase costs to consumers and result in provider
  1 19 billings to consumers for unpaid balances; and
  1 20    WHEREAS, the impact on the state budget under an
  1 21 assignment of benefits provision is undetermined; and
  1 22    WHEREAS, the General Assembly requires additional
  1 23 information to determine the fiscal and practical
  1 24 effects of assignment of benefits; NOW THEREFORE,
  1 25    BE IT RESOLVED BY THE SENATE, That the Legislative
  1 26 Council is requested to establish an interim committee
  1 27 to review the issue of assignment of benefits,
  1 28 including the fiscal effects and the effects on
  1 29 consumers; and
  1 30    BE IT FURTHER RESOLVED, That the members of the
  2  1 interim committee include representatives of
  2  2 consumers, the insurance industry and organized
  2  3 delivery systems, organizations that represent
  2  4 employees that have health insurance benefits,
  2  5 physicians, hospital organizations, the commissioner
  2  6 of insurance or the commissioner's designee, and four
  2  7 members of the General Assembly equally representing
  2  8 the Senate and the House of Representatives and both
  2  9 political parties; and
  2 10    BE IT FURTHER RESOLVED, That the interim committee
  2 11 submit a report of its findings and recommendations
  2 12 relating to assignment of benefits to the General
  2 13 Assembly by December 15, 2000.
