PAG LIN 1 1 Section 1. The following amendment to the Constitution of 1 2 the State of Iowa is proposed: 1 3 Section 2 of Article IV of the Constitution of the State of 1 4 Iowa, as amended by amendment number 1 of the Amendments of 1 5 1972 and amendment number 1 of the Amendments of 1988, is 1 6 repealed and the following adopted in lieu thereof: 1 7 ELECTION AND TERM. Sec. 2. The Governor and the 1 8 Lieutenant Governor shall be elected by the qualified electors 1 9 at the time and place of voting for members of the General 1 10 Assembly. Each of them shall hold office for four years from 1 11 the time of installation in office and until a successor is 1 12 elected and qualifies. A person shall not be elected Governor 1 13 or Lieutenant Governor if the term would result in more than a 1 14 total of eight years of service in that office. If a person 1 15 is elected or appointed to serve a portion of a term to which 1 16 some other person was elected or appointed but that person 1 17 died in office or resigned from office or was otherwise 1 18 removed from office, those years served shall not be included 1 19 in the years of service for purposes of this limitation. This 1 20 limitation on the years of service shall only apply to terms 1 21 of office beginning on or after January 1, 2003. 1 22 Sec. 2. The foregoing amendment to the Constitution of the 1 23 State of Iowa is referred to the General Assembly to be chosen 1 24 at the next general election for members of the General 1 25 Assembly and the Secretary of State is directed to cause the 1 26 same to be published for three consecutive months previous to 1 27 the date of that election as provided by law. 1 28 EXPLANATION 1 29 This joint resolution proposes an amendment to the 1 30 Constitution of the State of Iowa to provide that persons 1 31 elected to the office of governor or lieutenant governor are 1 32 limited to eight years in each office. If a person serves a 1 33 portion of a term to which some other person was elected or 1 34 appointed, the partial term shall not be included in the years 1 35 of service. The limitation on the years of service shall only 2 1 apply to terms of office beginning on or after January 1, 2 2 2003. 2 3 The resolution, if adopted, would be referred to the next 2 4 general assembly before being submitted to the electorate for 2 5 ratification. 2 6 LSB 7111SV 78 2 7 sc/cls/14
