  1  1    Section 1.  Section 581.3, Code 1999, is amended to read as
  1  2 follows:
  1  3    581.3  STATEMENT – FILING.
  1  4    1.  Any A veterinarian entitled to a lien under this
  1  5 chapter shall make an account in writing, duly verified,
  1  6 stating all of the kind following:
  1  7    a.  The kind and number and a particular description of the
  1  8 livestock or herd upon which such veterinary services were
  1  9 rendered, the.
  1 10    b.  The amount and kind of product used and the services
  1 11 rendered.
  1 12    c.  The actual and reasonable value of such services and
  1 13 the products and the provided and services rendered.
  1 14    d.  The name and addresses of the person or persons for
  1 15 whom such the products were provided and services were
  1 16 rendered and file the same.
  1 17    2.  The verified written account shall be filed in the
  1 18 office of the clerk of the district court in the county in
  1 19 which the person or persons owning such livestock resides,
  1 20 secretary of state within sixty one hundred eighty days after
  1 21 the last day on which said the products were provided or
  1 22 services were rendered.  Said
  1 23    3.  The lien shall be effective from the date of filing of
  1 24 the verified written account.
  1 25    4.  The lien shall not include any product provided or
  1 26 services rendered more than two years before the date on which
  1 27 the verified written account is filed.
  1 28    5.  The secretary of state may create and provide forms for
  1 29 filings under this section.  
  1 30                           EXPLANATION
  1 31    This bill amends the Code section relating to the filing of
  1 32 a veterinary lien.  The bill requires that the verified
  1 33 account for products provided and services rendered be filed
  1 34 with the secretary of state, rather than the clerk of the
  1 35 district court, that the lien must be filed within 180 days
  2  1 after the last day products were provided or services were
  2  2 rendered, rather than 60 days, and that the lien is limited to
  2  3 products provided or services rendered within two years prior
  2  4 to the filing of the lien.
  2  5    The bill also reorganizes the Code section and provides
  2  6 that the secretary of state may create and provide forms for
  2  7 filing.
