1 1 Section 1. NEW SECTION. 84A.10 NEW EMPLOYMENT
1 2 OPPORTUNITY PROGRAM.
1 3 The department of workforce development shall implement and
1 4 administer a new employment opportunity program to assist
1 5 individuals in underutilized segments of Iowa's workforce to
1 6 gain and retain employment. The program shall be designed to
1 7 complement existing employment and training programs by
1 8 providing additional flexibility and services that are often
1 9 needed by individuals in underutilized segments of the
1 10 workforce to gain and retain employment. Services provided
1 11 under the program may include, but are not limited to,
1 12 transportation costs, child care, health care, health care
1 13 insurance, on-the-job training, short-term basic education,
1 14 internships, mentoring, assisting businesses with compliance
1 15 issues related to the federal Americans with Disabilities Act
1 16 of 1990, and reducing perceived risks that cause these
1 17 populations to be underutilized. The department shall adopt
1 18 rules pursuant to chapter 17A to administer the program,
1 19 including rules relating to eligibility criteria.
1 20 Sec. 2. There is appropriated from the general fund of the
1 21 state to the department of workforce development for the
1 22 fiscal year beginning July 1, 2000, and ending June 30, 2001,
1 23 the following amount, or so much thereof as is necessary, to
1 24 be used for the purpose designated:
1 25 For the new employment opportunity program established in
1 26 section 84A.10:

1 28 EXPLANATION
1 29 This bill provides that the department of workforce
1 30 development shall implement and administer a new employment
1 31 opportunity program designed to assist individuals in
1 32 underutilized segments of Iowa's workforce to gain and retain
1 33 employment. The bill provides that services provided under
1 34 the program may include, but are not limited to,
1 35 transportation costs, child care, health care, health care
2 1 insurance, on-the-job training, short-term basic education,
2 2 internships, mentoring, assisting businesses with compliance
2 3 issues related to the federal Americans with Disabilities Act
2 4 of 1990, and reducing perceived risks that cause these
2 5 populations to be underutilized.
2 6 The bill appropriates $350,000 from the general fund of the
2 7 state to the department of workforce development for the
2 8 fiscal year beginning July 1, 2000, and ending June 30, 2001,
2 9 for purposes of the new employment opportunity program.
