1 1 Section 1. NEW SECTION. 256E.6 LEGISLATIVE FINDINGS AND
1 2 INTENT.
1 3 1. The general assembly finds that classroom management is
1 4 often difficult and complex, that students are from diverse
1 5 racial, ethnic, and social backgrounds, and that behavioral
1 6 disorders and special education needs abound. Teachers,
1 7 therefore, must be prepared to effectively manage classrooms,
1 8 to communicate with and engage parents in their child's
1 9 education, to assess students' developmental needs, and to
1 10 organize and work in teams. While student needs are great,
1 11 the nation is experiencing a teacher shortage.
1 12 2. Therefore, it is the intent of the general assembly
1 13 that the department of education encourage each school
1 14 district to develop and implement a volunteer program that
1 15 utilizes a valuable, tested human resource, Iowa's retired
1 16 teachers and administrators, by inviting these experienced
1 17 educators to return to the schools as volunteer mentors and
1 18 aides. A volunteer mentor is not a mentor as defined in
1 19 section 256E.1, and is ineligible for awards made under
1 20 section 256E.4.
1 21 EXPLANATION
1 22 This bill includes legislative findings and the intent of
1 23 the general assembly to encourage each school district to
1 24 develop and implement a volunteer program that utilizes a
1 25 valuable, tested human resource, Iowa's retired teachers and
1 26 administrators, by inviting these experienced educators to
1 27 return to the schools as volunteer mentors and aides.
