  1  2 1999, is amended by striking the subsection.  
  1  3                           EXPLANATION
  1  4    This bill removes the requirement that the land restoration
  1  5 provisions of Code section 479A.14 shall not apply to
  1  6 interstate natural gas pipeline construction projects that
  1  7 have received a certificate from the federal energy regulatory
  1  8 commission prior to June 1, 1999.
