1 1 Section 1. Section 257.31, subsection 5, Code 1999, is
1 2 amended by adding the following new paragraph:
1 3 NEW PARAGRAPH. m. Unusual need for advance funding to
1 4 provide a program or other special assistance to non-English
1 5 speaking pupils as provided in section 280.4, subsection 4.
1 6 Sec. 2. Section 280.4, Code 1999, is amended by adding the
1 7 following new subsection:
1 8 NEW SUBSECTION. 4. For any fiscal year beginning on or
1 9 after July 1, 2000, there is appropriated from the general
1 10 fund of the state to the department of education for
1 11 allocation by the school budget review committee, an amount
1 12 necessary to be distributed as supplemental aid to a school
1 13 district if the district has an unusual need for advance
1 14 funding to provide a program or other special assistance to
1 15 non-English speaking pupils because an eligible recipient of
1 16 financing provided by an Iowa agricultural industry finance
1 17 corporation as provided in section 15E.209 is located within
1 18 ten miles of the school district.
1 19 EXPLANATION
1 20 This bill appropriates an amount necessary from the general
1 21 fund of the state to the department of education for
1 22 allocation by the school budget review committee for
1 23 distribution as supplemental aid to a school district if the
1 24 district has an unusual need for advance funding to provide a
1 25 program or other special assistance to non-English speaking
1 26 pupils because an eligible recipient of financing provided by
1 27 an Iowa agricultural industry finance corporation is located
1 28 within 10 miles of the district.
