1 1 Section 1. Section 159A.2, subsection 8, Code 1999, is
1 2 amended to read as follows:
1 3 8. "Soydiesel fuel" means a fuel which is a mixture of
1 4 diesel fuel and processed soybean oil, if at least twenty
1 5 percent of the mixed fuel by volume is processed soybean oil
1 6 which meets American society for testing and materials
1 7 standards.
1 8 Sec. 2. Section 307.21, Code Supplement 1999, is amended
1 9 by adding the following new subsection:
1 10 NEW SUBSECTION. 5A. When purchasing special diesel fuel,
1 11 purchase biodiesel fuel for use in the department's motor
1 12 vehicles that operate on diesel fuel, pursuant to the schedule
1 13 in this subsection. Beginning January 1, 2001, a minimum of
1 14 twenty-five percent of the purchases of diesel fuel made
1 15 annually shall be biodiesel fuel. This percentage shall
1 16 increase by twenty-five percent annually until one hundred
1 17 percent of the department's annual purchases of diesel fuel
1 18 are biodiesel fuel. A department motor vehicle operating on
1 19 biodiesel fuel shall be affixed with a brightly visible
1 20 sticker which notifies the traveling public that the motor
1 21 vehicle uses biodiesel fuel. For purposes of this section,
1 22 "biodiesel fuel" means soydiesel fuel as defined in section
1 23 159A.2.
1 24 EXPLANATION
1 25 This bill directs the state department of transportation's
1 26 administrator of administrative services to purchase biodiesel
1 27 fuel for department motor vehicles that operate on diesel
1 28 fuel. Beginning January 1, 2001, at least 25 percent of the
1 29 department's annual diesel fuel purchases are to be biodiesel
1 30 fuel, and this percentage is to increase by 25 percent
1 31 annually until 100 percent of such purchases are biodiesel
1 32 fuel.
1 33 The bill requires department motor vehicles operating on
1 34 biodiesel fuel to be affixed with a sticker notifying the
1 35 traveling public that the vehicle uses biodiesel fuel. The
2 1 bill defines "biodiesel fuel", for purposes of the bill, as
2 2 "soydiesel fuel" as defined in Code section 159A.2. Code
2 3 section 159A.2, providing definitions for the Code chapter
2 4 relating to the research and promotion of renewable fuels and
2 5 coproducts, is also amended to modify the definition of
2 6 "soydiesel fuel" by imposing a requirement that the processed
2 7 soybean oil which is mixed with the diesel fuel meet American
2 8 society for testing and materials standards.
