  1  1    Section 1.  Section 455K.10, Code 1999, is amended to read
  1  2 as follows:
  1  3    455K.10  ENVIRONMENTAL AUDITOR TRAINING PROGRAM.
  1  4    A training program for and standards for certification of
  1  5 environmental auditors shall be developed jointly by the Iowa
  1  6 waste reduction center and the department.  The training
  1  7 program shall be administered by the Iowa waste reduction
  1  8 center.  The program shall provide training on the proper
  1  9 conduct of an environmental audit; local, state, and federal
  1 10 environmental ordinances, rules, and laws that apply to
  1 11 businesses in this state; and the environmental audit laws in
  1 12 this state.  The program shall be made available to small and
  1 13 large business owners and operators, consulting engineers,
  1 14 regulatory personnel, and citizens through the community
  1 15 college system.  A fee may be assessed for participation in
  1 16 the program.  Upon completion of the training program, program
  1 17 participants may elect to be tested by registered with the
  1 18 department for certification as an environmental auditor for
  1 19 the purposes of this chapter.  
  1 20                           EXPLANATION
  1 21    Currently, there is a voluntary training program for
  1 22 environmental auditors, after which the participant may elect
  1 23 to be tested by the department for certification.  This bill
  1 24 eliminates the certification option and replaces it with a
  1 25 registration option.  The bill provides that after completion
  1 26 of the training program, the participant may elect to be
  1 27 registered with the department as an environmental auditor.
