  1  1    Section 1.  Section 28.3, subsection 2, Code Supplement
  1  2 1999, is amended to read as follows:
  1  3    2.  The Iowa board shall consist of fifteen sixteen voting
  1  4 members with twelve citizen members and three four state
  1  5 agency members.  The three four state agency members shall be
  1  6 the directors of the following departments:  education, human
  1  7 rights, human services, and public health.  The twelve citizen
  1  8 members shall be appointed by the governor, subject to
  1  9 confirmation by the senate.  The governor's appointments of
  1 10 citizen members shall be made in a manner so that each of the
  1 11 state's congressional districts is represented by two citizen
  1 12 members and so that all the appointments as a whole reflect
  1 13 the ethnic, cultural, social, and economic diversity of the
  1 14 state.  The governor's appointees shall be selected from
  1 15 individuals nominated by community empowerment area boards.
  1 16 The nominations shall reflect the range of interests
  1 17 represented on the community boards so that the governor is
  1 18 able to appoint one or more members each for education,
  1 19 health, human services, business, faith, and public interests.
  1 20 At least one of the citizen members shall be a service
  1 21 consumer or the parent of a service consumer.  Terms of office
  1 22 of all citizen members are three years.  A vacancy on the
  1 23 board shall be filled in the same manner as the original
  1 24 appointment for the balance of the unexpired term.  
  1 25                           EXPLANATION 
  1 26    This bill relates to the membership of the Iowa empowerment
  1 27 board by adding the director of the department of human rights
  1 28 as a voting member of the board.  Under current law, the board
  1 29 consists of 15 voting members with 12 citizen members and
  1 30 three state agency directors.  Under the bill, this total
  1 31 would increase to 16 members.  Current law requires the
  1 32 agencies represented on the board to provide staffing services
  1 33 to the board and for local representatives of the agencies to
  1 34 be part of a technical assistance system developed for
  1 35 community empowerment areas.
