1 1 Section 1. Section 321.34, Code Supplement 1999, is
1 2 amended by adding the following new subsection:
1 3 NEW SUBSECTION. 23. SUPPORT FAMILY FARMING PLATES.
1 4 a. Upon application and payment of the proper fees, the
1 5 director may issue support family farming plates to an owner
1 6 referred to in subsection 12.
1 7 b. Support family farming plates shall be designed by the
1 8 department in cooperation with the department of agriculture
1 9 and land stewardship, which design shall include on the plate
1 10 the name of the county where the vehicle is registered.
1 11 c. The special support family farming fee for letter
1 12 number designated support family farming plates is thirty-five
1 13 dollars. The fee for personalized support family farming
1 14 plates is forty-five dollars which shall be paid in addition
1 15 to the special support family farming fee of thirty-five
1 16 dollars. The fees collected by the director under this
1 17 subsection shall be paid monthly to the treasurer of state and
1 18 credited to the road use tax fund. Notwithstanding section
1 19 423.24, and prior to the crediting of revenues to the road use
1 20 tax fund under section 423.24, subsection 1, paragraph "c",
1 21 the treasurer of state shall credit monthly from those
1 22 revenues to the office of the attorney general, the amount of
1 23 the special support family farming fees collected in the
1 24 previous month for the support family farming plates, which
1 25 are appropriated to the office of the attorney general to be
1 26 used to investigate and pursue legal action to eradicate
1 27 anticompetitive practices relating to agriculture.
1 28 d. Upon receipt of the special registration plates, the
1 29 applicant shall surrender the current registration receipt and
1 30 plates to the county treasurer. The county treasurer shall
1 31 validate the special registration plates in the same manner as
1 32 regular registration plates are validated under this section.
1 33 The annual special support family farming fee for letter
1 34 number designated plates is ten dollars, which shall be paid
1 35 in addition to the regular annual registration fee. The
2 1 annual fee for personalized support family farming plates is
2 2 five dollars, which shall be paid in addition to the annual
2 3 special support family farming fee and the regular annual
2 4 registration fee. The annual special support family farming
2 5 fee shall be credited as provided under paragraph "c".
2 6 EXPLANATION
2 7 This bill directs the state department of transportation,
2 8 in cooperation with the department of agriculture and land
2 9 stewardship, to create a new, special support family farming
2 10 motor vehicle registration plate. An owner of a motor vehicle
2 11 subject to registration, light delivery truck, panel delivery
2 12 truck, pickup, motor home, multipurpose vehicle, motorcycle,
2 13 trailer, or travel trailer may apply for, and upon payment of
2 14 a special fee of $35 for letter number designated plates or
2 15 $80 for personalized plates, be issued the support family
2 16 farming plates. The annual special fee for support family
2 17 farming plates is $10 for letter number designated plates and
2 18 $15 for personalized plates. The bill directs the treasurer
2 19 of state to credit the special fees for support family farming
2 20 plates monthly to the office of the attorney general, which
2 21 are appropriated to the office to be used to investigate, and
2 22 pursue legal action to eradicate, anticompetitive practices
2 23 relating to agriculture.
