1 1 Section 1. NATIONAL WORLD WAR II MEMORIAL APPROPRIATION.
1 2 Notwithstanding section 8.57, subsection 5, paragraph "c,"
1 3 there is appropriated from the rebuild Iowa infrastructure
1 4 fund to the commission of veterans affairs for the fiscal year
1 5 beginning July 1, 2000, and ending June 30, 2001, the
1 6 following amount, or so much thereof as is necessary, to be
1 7 used for the purpose designated:
1 8 For a contribution to the World War II memorial fund for
1 9 funding the construction of a national World War II memorial
1 10 in Washington, D.C.:
1 11 .................................................. $ 278,000
1 12 The commission of veterans affairs shall not make a
1 13 contribution of any of the funds appropriated in this section
1 14 unless either of the following conditions has been met:
1 15 1. The United States secretary of the interior has issued
1 16 a construction permit for construction of the national World
1 17 War II memorial.
1 18 2. The United States secretary of the interior has not
1 19 issued a construction permit as provided in subsection 1, but
1 20 the commission of veterans affairs has determined there is
1 21 substantial evidence of sufficient funding available for
1 22 construction of the national World War II memorial.
1 23 Notwithstanding section 8.33, if the commission of veterans
1 24 affairs has not made the contribution provided for in this
1 25 section by June 30, 2002, the moneys appropriated in this
1 26 section shall revert to the rebuild Iowa infrastructure fund.
1 27 Section 8.39 shall not apply to the appropriation in this
1 28 section.
1 29 EXPLANATION
1 30 This bill makes an appropriation for the fiscal year
1 31 beginning July 1, 2000, and ending June 30, 2001, to the
1 32 commission of veterans affairs to be contributed to the World
1 33 War II memorial fund for the construction of a national World
1 34 War II memorial in Washington, D.C. The commission of
1 35 veterans affairs shall not make such contribution unless the
2 1 U.S. secretary of the interior has issued a construction
2 2 permit for construction of the memorial or the commission of
2 3 veterans affairs has determined there is substantial evidence
2 4 of sufficient funding available for construction of the
2 5 memorial.
