PAG LIN 1 1 Section 1. Section 473.19, Code 1999, is amended to read 1 2 as follows: 1 3 473.19 ENERGY BANK PROGRAM. 1 4 1. The energy bank program is established by the 1 5 department. The energy bank program consists of the following 1 6 forms of assistance for the state, state agencies, political 1 7 subdivisions of the state, school districts, area education 1 8 agencies, community colleges, and nonprofit organizations: 1 91.a. Providing moneys from the petroleum overcharge fund 1 10 for conducting energy audits for school districts under 1 11 section 279.44, for conducting comprehensive engineering 1 12 analyses for school districts and for conducting energy audits 1 13 and comprehensive engineering analyses for state agencies, and 1 14 political subdivisions of the state. 1 152.b. Providing loans, leases, and other methods of 1 16 alternative financing from the energy loan fund established in 1 17 section 473.20 and section 473.20A for the state, state 1 18 agencies, political subdivisions of the state, school 1 19 districts, area education agencies, community colleges, and 1 20 nonprofit organizations to implement energy conservation 1 21 measures. 1 223.c. Serving as a source of technical support for energy 1 23 conservation management. 1 244.d. Providing assistance for obtaining insurance on the 1 25 energy savings expected to be realized from the implementation 1 26 of energy conservation measures. 1 275.e. Providing self-liquidating financing for the state, 1 28 state agencies, political subdivisions of the state, school 1 29 districts, area education agencies, community colleges, and 1 30 nonprofit organizations pursuant to section 473.20A. 1 31 2. The director of the department of natural resources, in 1 32 conjunction with the director of the department of education, 1 33 shall publicize the energy bank program to school districts 1 34 and encourage school district participation in the program. 1 35 3. For the purpose of this section, section 473.20, and 2 1 section 473.20A, "energy conservation measure" means 2 2 construction, rehabilitation, acquisition, or modification of 2 3 an installation in a facility or vehicle which is intended to 2 4 reduce energy consumption, or energy costs, or both, or allow 2 5 the use of an alternative energy source, which may contain 2 6 integral control and measurement devices. "Nonprofit 2 7 organization" means an organization exempt from federal income 2 8 taxation under section 501(c)(3) of the Internal Revenue Code. 2 9 EXPLANATION 2 10 This bill requires the director of the department of 2 11 natural resources, in conjunction with the director of the 2 12 department of education, to publicize the energy bank program 2 13 to school districts and encourage school district 2 14 participation in the program.
