PAG LIN 1 1 Section 1. NEW SECTION. 260C.18A ON-TIME FUNDING FOR 1 2 INCREASED ENROLLMENT APPROPRIATION. 1 3 1. If a community college's enrollment count, as 1 4 determined pursuant to this section, has increased over the 1 5 enrollment count determined the previous October 1, the 1 6 community college may submit a request to the school budget 1 7 review committee for on-time funding for increased enrollment. 1 8 An application for on-time funding must be received by the 1 9 department of education by November 1. The school budget 1 10 review committee shall consider the relative increase in 1 11 community college enrollment in determining whether or not to 1 12 grant a request, and shall determine the amount of additional 1 13 funding to be provided if the request is granted. Written 1 14 notice of the committee's decision shall be given through the 1 15 department to a community college board of directors. 1 16 2. For purposes of this section, the enrollment count 1 17 shall be determined by each community college based upon the 1 18 number of students enrolled in courses for credit on October 1 1 19 annually. Procedures for calculating the number of full-time 1 20 enrolled students based on a conversion of credit hours to 1 21 full-time student equivalents shall be established by the 1 22 department by rule. 1 23 3. Moneys appropriated by the general assembly for 1 24 purposes of this section shall be paid to community colleges 1 25 in one lump sum within thirty days of notification by the 1 26 school budget review committee of approval for on-time 1 27 funding. If the requests approved by the school budget review 1 28 committee exceed the amount appropriated to the department of 1 29 education pursuant to this section, the payments to community 1 30 colleges receiving approval for on-time funding shall be 1 31 prorated such that each community college approved for on-time 1 32 funding shall receive an amount of on-time funding equal to 1 33 the percentage that the on-time funding to be provided to the 1 34 community college bears to the total amount of on-time funding 1 35 to be provided to all community colleges receiving approval. 2 1 4. If the board of directors of a community college 2 2 determines that a need exists for additional funds exceeding 2 3 the amount provided in this section, a request for 2 4 supplemental aid based upon increased enrollment may also be 2 5 submitted to the school budget review committee pursuant to 2 6 section 260C.18B, subsection 1, paragraph "a". 2 7 5. There is appropriated from the general fund of the 2 8 state to the department of education for the fiscal year 2 9 beginning July 1, 1999, and for each succeeding fiscal year, 2 10 the sum of one million dollars, or so much thereof as is 2 11 necessary, to pay additional funding authorized under this 2 12 section. 2 13 EXPLANATION 2 14 This bill provides that community colleges experiencing 2 15 increases in enrollment may submit a request to the school 2 16 budget review committee for on-time funding for new students 2 17 by November 1 annually. The school budget review committee 2 18 shall determine whether, and to what extent, a request shall 2 19 be granted. 2 20 The bill provides that for purposes of on-time funding, 2 21 community colleges shall determine an enrollment count based 2 22 upon the number of students enrolled in the community college 2 23 on October 1 annually. Procedures for calculating the number 2 24 of full-time enrolled students based on a conversion of credit 2 25 hours to full-time student equivalents will be established by 2 26 the department by rule. 2 27 The bill makes an appropriation from the general fund of 2 28 the state to the department of education of $1 million 2 29 annually, payable to school districts in one lump sum within 2 30 30 days of notification by the school budget review committee 2 31 of approval for on-time funding for increased enrollment for a 2 32 budget year. If requests for on-time funding exceed the 2 33 appropriation available, community colleges with approved 2 34 requests shall receive prorated payments. Community colleges 2 35 may request supplemental aid above and beyond amounts received 3 1 for on-time funding pursuant to Code section 260C.18B, 3 2 subsection 1, paragraph "a". 3 3 LSB 1190XS 78 3 4 rn/jw/5
