1 1 Section 1. NEW SECTION. 135C.20B GOVERNOR'S AWARD –
1 2 QUALITY CARE.
1 3 1. A governor's award for quality care is established, to
1 4 be awarded annually by the governor to a health care facility
1 5 in the state which demonstrates provision of the highest
1 6 quality care to residents.
1 7 2. The department shall adopt rules establishing the
1 8 criteria to determine quality care. In developing the
1 9 criteria, the department shall consult with the members of
1 10 Iowa partners for resident care and shall also consider all of
1 11 the following:
1 12 a. The report cards completed pursuant to section 135C.20A
1 13 for the prior year and for the entire history of the facility.
1 14 b. Any unique services provided by a facility to its
1 15 residents to improve the quality of care in the facility.
1 16 c. Any information submitted by care review committee
1 17 members or residents with regard to the quality of care of the
1 18 facility.
1 19 d. Whether the facility accepts residents for whom costs
1 20 of care are paid under chapter 249A.
1 21 EXPLANATION
1 22 This bill establishes a governor's quality care award to be
1 23 awarded, annually, to a health care facility in the state
1 24 which demonstrates the provision of quality care to its
1 25 residents. The bill requires the department of inspections
1 26 and appeals to adopt rules, in consultation with the members
1 27 of the Iowa partners for resident care, which establish
1 28 criteria to determine quality care.
