1 1 Section 1. NEW SECTION. 2.47B LEGISLATIVE COUNCIL
1 2 PROTOCOL FOR VISITORS TO THE CAPITOL.
1 3 1. The international relations committee of the
1 4 legislative council, in cooperation with the lieutenant
1 5 governor, shall establish and maintain protocol for visitors
1 6 to the capitol who are state, national, or international
1 7 officials. The international relations committee, in
1 8 cooperation with the lieutenant governor, shall coordinate its
1 9 efforts with the director of the department of economic
1 10 development, the director of the department of general
1 11 services, and the directors of any other departments, as
1 12 necessary to provide for all of the following:
1 13 a. Designated areas for vehicles transporting visiting
1 14 officials to the capitol.
1 15 b. Provision of information, telephones and other
1 16 communication devices, coordination of transportation, and
1 17 coordination of appropriate activities.
1 18 c. Coordination of meetings between the visiting officials
1 19 and the governor and other state officials.
1 20 d. The designation and development of a receiving area
1 21 that is designed to promote the state.
1 22 e. A clear and attractive path of ingress to and egress
1 23 from the capitol.
1 24 f. Security provisions.
1 25 g. Official introduction of visiting officials to the
1 26 general assembly while the general assembly is in session.
1 27 h. Other elements as appropriate to the visitor's
1 28 position.
1 29 2. The international relations committee shall designate
1 30 three members of the senate and three members of the house of
1 31 representatives to greet visiting officials and to make
1 32 recommendations to the full committee for any changes in the
1 33 protocol.
1 34 3. The international relations committee in cooperation
1 35 with the lieutenant governor and with appropriate heads of
2 1 departments shall develop the protocol in a manner which
2 2 reflects the specific position of the visiting official, and
2 3 the particular protocol used may vary.
2 4 Sec. 2. NEW SECTION. 7.23 PROTOCOL OFFICER FOR OFFICIAL
2 5 VISITORS TO THE CAPITOL.
2 6 The lieutenant governor shall be the state protocol officer
2 7 for state, national, and international officials visiting the
2 8 capitol. The lieutenant governor shall cooperate with the
2 9 international relations committee of the legislative council
2 10 pursuant to section 2.47B when acting in this capacity.
2 11 EXPLANATION
2 12 This bill directs the international relations committee of
2 13 the legislative council to develop protocol to be used when
2 14 state, national, and international officials visit the
2 15 capitol. The bill directs the committee to cooperate with the
2 16 lieutenant governor in this effort and to coordinate efforts
2 17 with the directors of the department of economic development,
2 18 the department of general services, and any others as
2 19 necessary. The bill also directs the committee to select
2 20 three members of the senate and three members of the house of
2 21 representatives to greet visiting officials and to make
2 22 recommendations regarding changes in protocol to the full
2 23 committee. The bill designates the lieutenant governor as the
2 24 state protocol officer and directs the lieutenant governor, in
2 25 this capacity, to cooperate with the international relations
2 26 committee in implementing the directives of the bill.
