  1  1    Section 1.  NEW SECTION.  237A.30  HIGH QUALITY CHILD DAY
  1  2 CARE PROVIDERS.
  1  3    1.  The department shall accept nationally recognized
  1  4 accreditations in identifying and listing high quality child
  1  5 day care providers.  Any registered family or group home or
  1  6 licensed child day care provider in this state that is
  1  7 accredited in good standing by the national association for
  1  8 the education of young children or the national association
  1  9 for family child care shall be included in the listing.
  1 10    2.  Providers included in the listing which remain in good
  1 11 standing with the accrediting body and with state regulation
  1 12 shall be designated as a gold seal quality child day care
  1 13 provider.  Any provider included in the listing may publicly
  1 14 utilize the designation as a gold seal quality child day care
  1 15 provider.  Child day care resource and referral services shall
  1 16 be encouraged to make use of the providers holding this
  1 17 designation as a resource in quality improvement efforts and
  1 18 to identify these providers in making referrals to the public.
  1 19    3.  Holders of the gold seal quality designation shall be
  1 20 recognized annually in April during the week of national
  1 21 recognition of young children.  A recognition event shall be
  1 22 hosted during that week by a committee which may include but
  1 23 is not limited to the governor, legislative leaders,
  1 24 department staff and other child care experts, and the
  1 25 chairpersons and ranking members of the legislative committees
  1 26 involved with regulation or funding of child day care.
  1 27    4.  Subject to the availability of funding, an eligible
  1 28 holder of the gold seal quality designation receiving an
  1 29 initial or renewal national accreditation may receive a one-
  1 30 time cash award in the year of initial or renewal
  1 31 accreditation on or after July 1, 1999.  Holders of the
  1 32 designation who received funding assistance to obtain the
  1 33 initial or renewal national accreditation under a grant
  1 34 administered by the child development coordinating council or
  1 35 as part of being a federal head start program are not eligible
  2  1 for the cash award.  Eligible holders of the designation may
  2  2 receive a cash award of two hundred fifty dollars for
  2  3 registered family and group day care home providers and five
  2  4 hundred dollars for licensed centers.
