  1  1    Section 1.  NEW SECTION.  84A.10  SENIOR CONSERVATION AND
  1  2 OUTDOOR RECREATION EMPLOYMENT PROGRAM.
  1  3    1.  Subject to an appropriation of sufficient funds by the
  1  4 general assembly, the senior conservation and outdoor
  1  5 recreation employment program is established for the
  1  6 employment of individuals age sixty years or older by county
  1  7 conservation boards to further conservation efforts, enhance
  1  8 this state's natural resources, and assist environmental
  1  9 education and outdoor recreation programs.
  1 10    2.  The department of workforce development shall
  1 11 administer the senior conservation and outdoor recreation
  1 12 employment program and the workforce development board shall
  1 13 adopt rules pursuant to chapter 17A governing operation of the
  1 14 program and eligibility guidelines for county participation
  1 15 and grant criteria.
  1 16    3.  Funds appropriated by the general assembly for each
  1 17 fiscal year for purposes of this section shall be allocated as
  1 18 follows:
  1 19    a.  Fifty percent of the moneys appropriated shall be
  1 20 allocated to this state's county conservation boards and
  1 21 distributed on a per capita basis.
  1 22    b.  Fifty percent of the moneys appropriated shall be
  1 23 awarded on a competitive grant basis.  A county conservation
  1 24 board may apply to the department for a competitive grant on
  1 25 forms provided by the department.  The completed application
  1 26 shall be accompanied by a plan for the employment of persons
  1 27 age sixty years or older in meaningful and productive public
  1 28 service jobs developed by the county conservation board.  A
  1 29 county conservation board submitting an application for a
  1 30 competitive grant under this section shall agree to pay each
  1 31 individual employed under a senior conservation and outdoor
  1 32 recreation employment program implemented by the county
  1 33 conservation board a wage that meets or exceeds the state or
  1 34 federal minimum wage, whichever is greater.  A county applying
  1 35 for a grant under this section is encouraged to seek
  2  1 additional assistance and resources from other state
  2  2 departments and agencies, federal agencies and grant programs,
  2  3 private organizations, and any other person, as appropriate,
  2  4 in order to match state funds received under this section.  
  2  5                           EXPLANATION
  2  6    This bill establishes, subject to an appropriation of
  2  7 sufficient funds by the general assembly, the senior
  2  8 conservation and outdoor recreation employment program for the
  2  9 employment of individuals age 60 years or older by county
  2 10 conservation boards to further conservation efforts, enhance
  2 11 this state's natural resources, and assist environmental
  2 12 education and outdoor recreation programs.
  2 13    The department of workforce development is responsible for
  2 14 administering the program and for establishing eligibility
  2 15 guidelines for county participation and grant criteria.
  2 16    Fifty percent of any funds appropriated by the general
  2 17 assembly shall be allocated to county conservation boards on a
  2 18 per capita basis, and 50 percent on a competitive grant basis.
  2 19    A county conservation board applying for a competitive
  2 20 grant must submit to the department a plan for the employment
  2 21 of persons age 60 years or older in meaningful and productive
  2 22 public service jobs and must agree to pay each person employed
  2 23 under the program a wage that meets or exceeds the state or
  2 24 federal minimum wage, whichever is greater.
