1 1 Section 1. Section 257.8, subsection 1, Code 1999, is
1 2 amended to read as follows:
1 3 1. STATE PERCENT OF GROWTH. The state percent of growth
1 4 for the budget year beginning July 1, 1999, is three percent.
1 5 The state percent of growth for the budget year beginning July
1 6 1, 2000, is four percent. The state percent of growth for
1 7 each subsequent budget year shall be established by statute
1 8 which shall be enacted within thirty days of the submission in
1 9 the year preceding the base year of the governor's budget
1 10 under section 8.21. The establishment of the state percent of
1 11 growth for a budget year shall be the only subject matter of
1 12 the bill which enacts the state percent of growth for a budget
1 13 year.
1 14 Sec. 2. APPLICABILITY. This Act is applicable for
1 15 computing state aid under the state school foundation program
1 16 for the school budget year beginning July 1, 2000.
1 17 EXPLANATION
1 18 This bill establishes a state percent of growth of 4
1 19 percent for purposes of the state school foundation program
1 20 for the school budget year beginning July 1, 2000. The bill
1 21 is applicable for state aid computation under the school
1 22 foundation program for the school budget year beginning July
1 23 1, 2000.
